Description
The Bureau of Public Debt, on behalf of the U.S. Access Board intends to award a sole source modification to contract TPD-ABA-07-C-0001 under the authority of FAR 6.302-1, there is only one responsible source and no other supplies or services will satisfy the agency requirements at this time. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. No solicitation document is available. However, all proposals received within ten (10) calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed modification, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The existing contract requires that SUNY oversee the collection of human subject test data from outside sources, analyze the data, and report its findings. Originally, the joint project called for the testing of 400 subjects. The data obtained from the first 400 subjects was not sufficient for completion of the study. For that reason, a determination has been made that additional subject testing is necessary because the sample of 400 did not include a sufficient number of elderly subjects. Therefore, the Access Board requires an additional study specifically gathering data from 50 elderly subjects. It is anticipated that this modification will complete the study. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by 2:00 pm ET, on August 3, 2009. Responses shall be submitted to PSB3@bpd.treas.gov, Attn: B. Allen.
