Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-33. This announcement constitutes the only full and open competition solicitation and a written solicitation will not be issued. This synopsis, NAICS code 112519, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and Past Performance, when combined, are significantly more important than price. This solicitation is issued as a Request for Quote (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a water quality monitoring system General Duties/Description of Work HFV-520 needs to purchase a water quality monitoring system to upgrade the current system in operation at FDA/CVM Aquaculture, H-Building MRC, Laurel, MD 20708. The new system will be used to monitor water quality and archive data which is vital to the health and well being of animals used in CVMs’ aquatic research program. The system is comprised of probes including: pH, dissolved oxygen (D.O.), and temperature; as well as, monitors and software which provide real-time readings and archive the large amounts of data that are generated for over 20 aquaculture systems (FISH TANKS) in H-building. Our existing monitoring system was manufactured by Royce Technologies and consists of probes and software designed to work solely with one another. Royce Technologies is no longer producing or servicing their model 5300 pH monitor, a primary component of our existing system. Therefore, as these monitors and probes are beginning to fail, replacements are needed. Also, many of our flow-through aquaculture systems do not have water quality probes or monitors. By adding monitoring points to these systems we will increase the capability and overall quality of aquatic research conducted at CVM. Lastly, the current system lacks the ability to access archived water quality data in a useful manner. This increases the time burden on staff and impedes efficient data reporting for aquaculture studies. Required specifications: The system must include the following components and meet these exact specifications: New Hardware: 1.pH probes designed for full time, submerged operation (INSIDE FISH TANKS) with a measurement range of 0 – 14 pH, ORP range of -700 to +1100 mV, temperature range of 0 – 80C, accuracy of +/- 1% over full range, and a compatible output of +/- 59 mV/pH (Comparable to Wedgewood Analytical pH/ORP Sensors). 2.Dissolved oxygen probes designed for mg/l (ppm) measurements, fully sealed submersible (INSIDE FISH TANKS), temperature compensating. 3.CO2 analyzer that directly measures partial pressure of dissolved carbon dioxide in water with range of 0 – 50 mg/l, power input 115/230 VAC, output 4 -20 mA, operating temperature range of 5 – 35C. 4.Data collection hardware that measures probe outputs and stores data (comparable to Campbell Scientific, Inc. CR 1000 datalogger) 5.All general enclosures and fittings MUST be water proof. Software: 1.The software must be PC, Windows compatible (comparable to Campbell Scientifics’ LoggerNet Support Software), and MUST BE ABLE TO INTERFACE/COLLECT DATA FROM THE FOLLOWING ROYCE TECHNOLOGIES INC. DISSOLVED OXYGEN AND PH MONITORS AND PROBES: Dissolved oxygen. monitors: Royce D.O. Models 9100 & 9040(4 channel) Range of operation: 0 – 99.9 mg/l (PPM), 0 – 100% saturation Resolution: 0.01 mg/l, accuracy: +/- 0.1 mg/l Input power: 115/230 VAC, 50/60 Hz Outputs: isolated Analog output for Temperature and DO, either 4 – 20 mA or RS – 485 digital, isolated D.O. Probes: Models 95 & 99- platinum cathode, lead anode, galvanic method of measurement pH monitors: Royce pH Model 5300 Measurement ranges: pH: 0 – 14 pH, CO2: 0.0 – 999 mg/l Resolution: pH: 0.01, CO2 0.1 mg/l Supply power 115/230 VAC 50/60 Hz, 3 Watts Outputs: 4 – 20mA DC output, 900 ohms max load, standard RS-485 Serial Digital Port pH/ORP Probe: Model 51A - submersible electrode We currently have about 25 of the units listed above and the software MUST be compatible with our current equipment. Period of Performance Delivery before 30 days after receipt of order. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract.
