Description
FT. Hood Office/Technical support Staff Contractor shall be responsible for supervising sufficient and qualified personnel, acquiring and maintaining all required equipment, tools, materials, vehicles, labor, parts, repairs, fuel and transportation to successfully perform all technical and data management assistance tasks as defined below. The landscape on Fort Hood is rugged; the contractor will provide all Technical Field Personnel cell phones and street-legal vehicles which are capable of traversing steep, rocky, muddy and difficult terrain in all weather conditions. Work conditions in the field include working in extreme heat and cold. Historical Record of Service Provided: Historically, this service was provided by the following positions: •Clerical Support – 1000 hours per year •Technical Field Support – 5000 hours per year •Technical Data Management Support – 2000 hours per year. DUTIES: •Provide technical assistance to USDA-Natural Resources Conservation Service for quality control, quality assurance and data management in design layout, installation and certification of conservation practices and collection of land condition trend analysis data in military training areas on Fort Hood. Examples include but are not limited to: oSupport on Formal Contracts by providing work area and practice certification maps, filing pay estimates, progress reports, documenting inadequacies, verifying progress, etc, and following established privacy procedures Contractor shall be required to develop and maintain a specialized knowledge of engineering and non-construction conservation practices terminology to provide adequate technical and contractual support. Contract inspection of non-engineering based practices. oGeo-reference database management oDevelopment of ArcGIS and ArcView maps for NRCS and Fort Hood staff oPerforming environmental assessment utilizing qualitative and quantitative assessment tools to gather data and determine: Sheet and rill erosion rates using the Universal Soil Loss Equation Concentrated flow erosion rates using Classic, Ephemeral and Newly formed Gully calculations Percent canopy cover of brush species Percent ground cover of herbaceous species oDocumentation of NRCS projects utilizing digital photography oBasic clerical operations such as: Filing, answering phones, drafting documents, data entry, database management, photocopying, reception of visitors, clerical research, office mail distribution, etc. oDevelopment of power point presentations documenting NRCS work on Fort Hood. oDevelop and present oral presentations at meetings as needed. EXPERIENCE: •All personnel must have at least one year documented Formal contract support experience on military installations. •All personnel must have at least one year documented experience applying the following: oKnowledge and experience applying the latest versions for the following computer software: Microsoft Office, Adobe Acrobat, Windows operating system, and all file types associated with these programs. •All Technical Field Personnel must have at least one year documented experience applying the following: oKnowledge and experience applying the latest versions for the following computer software: ArcPad, ArcGIS and ArcView. oKnowledge and experience utilizing the following hardware: TOPCON Global Mapping System 2 Pro Garmin Global Position System oKnowledge and experience in geospatial coordinate systems. oPlant identification of common Central Texas flora. •The Technical Data Manager must have at least one year documented experience applying the following: oKnowledge and experience applying the latest versions for the following computer software: ArcGIS, ArcView, ArcPad, Microsoft Office, Adobe Acrobat, Windows operating system, and all file types associated with these programs. oKnowledge and experience utilizing the following hardware: TOPCON Global Mapping System 2 Pro Garmin Global Position System oKnowledge and experience in georeference database management. oKnowledge and experience in geospatial coordinate systems oKnowledge and experience utilizing plot printers to develop high quality maps. oPlant identification of common Central Texas species Government Furnished Equipment Equipment listed below will be provided to the Contractor by the Government at the start of the contract. Additional equipment required to satisfy the duties required of this contract are the responsibility of the Contractor. Telephone and Voice Mail Fax (shared) Office Copier (shared) Printers (shared) Scanner (shared) Plotters (shared) Computer and monitor Office furniture listed below will be provided to the Contractor by the Government. Additional furniture requirements to satisfy the duties required of this contract are the responsibility of the contractor. Desk Chair File cabinet Equipment furnished and shared are available for use at the shared facilities and will remain at the shared facilities. Other Requirements Contractor’s personnel must attend Explosive Ordinance Disposal (EOD) class prior to start of work on this contract. The class is at no expense to the Contractor and will take approximately 45 minutes and must be taken once per year. Contractor’s personnel must sign a Hold Harmless Agreement with NRCS and Fort Hood.
