- This is a reposting to reflect the accurate USACE Jacksonville district. The original posting was posted directly to fbo.gov on 12 May 2009 under the same solicitation number. The U.S. Army Corps of Engineers, Jacksonville, Florida, intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Cetacean Logic Foundation, New Smyrna Beach, Florida. This is Not a Solicitation; this is a Notice of Intent to Sole Source. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. Cetacean Logic Foundation is the only known source capable of providing knowledge and experience with multi-linear regression models (MLR), Seasonal Autoregressive Integrated Moving Average (SARIMA), the South Florida Water Management Model (SFWMM) and the Natural Systems Models, familiarity with Comprehensive Everglades Restoration Plan (CERP) system-wide Greater Everglades and Southern Estuaries performance measures, RECOVER's Conceptual Ecological Models, and FATHOM, particularly the version of FATHOM recently developed by the South Florida Water Management District that is used to express the relationship between salinities and SAV in Florida Bay; extensive background in combining the above techniques to predict salinity patterns in the coastal basins of Biscayne Bay, Florida Bay, and along the southwest Gulf of Mexico coast; understanding of the important ecological impacts of different hydroperiods in freshwater marshes and of changes in salinity to estuarine habitat. The purchase of other type of services will adversely impact the Governments mission requirements. The requirement is for an estuarine hydrologist with expertise and ability to develop MLR and SARIMA relationships to determine significant historic relationships between upstream stages and flows in the Greater Everglades freshwater marshes and the downstream salinity regimes in the east, south, and southwestern coastal estuaries of Florida. The Government intends to acquire this commercial item using FAR Part 6.302-1 (b) (1) (ii). The SIC code is 8733 and the NAICS code is 541690 with a size standard of $7 million dollars. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later that 12:00noon CST on 20 May 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
