Description
This is a combined/solicitation Request for Quote for commercial items prepared in accordance with the format in FAR subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ9065 and the solicitation is being issued as a Request for Quote. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-33. This acquisition will be processed under simplified Acquisition Procedures (SAP) and is not a small business set-aside. The North American Industry Classification System (NAICS) code is 33314, which has a size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a fluorescence microscope system based on the following specifications: 1) A 4x and 10x objective lenses with a standard numerical aperture of 0.13 and 0.30; a higher magnification 20x and 40x lenses with apodized dark medium contrast (for reduction of "halo" effects in phase contrast microscopy) with numerical apertures of 0.45 and 0.60 and an extra long working distance (ELWD) condensers for examining live cells in thicker culture dishes, with an additional correction ring for the 40x lens. Lenses that are Plan Fluorite or Super Plan Fluorite type objectives, which provide correction of spherical aberrations in 3-4 color wavelengths, correction of chromatic aberrations in 2-4 color wavelengths, and correction of field curvature, for improved quality of images from digital photography. 2) A 1.5 megapixel camera that captures images at 1280 x 1024 pixels at a frame rate of 19fps, with a higher frame rate of 32fps at 640 x 480 pixels for time-lapse photography. 3) A magnification range of 40x to 400x, resulting from 4x to 40x objective lenses combined with the 10x eyepiece magnification, the lenses should be suitable for brightfield, darkfield, phase contrast, and fluorescence microscopy that allow imaging across multiple light sources from the same lenses. And, 4) a temperature-cooling camera that reduces temperature to 10 degrees Celsius below ambient temperature, with a quantum efficiency of >65% at 500nm; image readout noise reduced to 8e- rms, and average dark current reduced to 0.7e-/pixel/s. Camera linearity error of <2%, allowing for comparable and quantitative image capture at exposure times ranging from <1 seconds to >6 seconds. Together, this allows for capture of high-contrast fluorescence images ranging from weak fluorescence signals to very bright fluorescence signals at a dynamic range of greater than 2000:1. The following factors shall be used to evaluate offers: price, warranty and technical capability to meet required specifications. Place of delivery is NIH/NIAID, Bethesda, MD 20892. The FOB point will be Destination. This will be a firm-fixed price contract. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
