Attachment 5, Evaluation Factors for Award Attachment 4, Instructions, Conditions, and Notices to Offerors or Respondents Attachment 3, Additional Clauses Attachment 2, Statement of Work Attachment 1, Pricing Schedule PRODUCT: Fine Arts Handling Services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisitions Regulation (FAR) Part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 05-26. The General Services Administration (GSA) anticipates the need for future Fine Arts Handling Services located in federally owned and leased buildings for locations throughout the continental United States. Services to include performance of, but not limited to, the following: relocating and re-housing objects; transport services, installation and deinstallation, provide museum quality exhibition preparation services; custom designed crates; and packing services. Services will be coordinated through the Office of the Chief Architect located at GSA's Headquarters in Washington, DC. The maximum contract limitation is $150,000.00 for the base year, with two subsequent renewable option years for a total contract total of $450,000.00. Services will be procured, as necessary, through the issuance of task orders. All potential offerors must be registered in the Central Contract Registration (CCR) prior to award ( www.ccr.gov ). These contracts are set-aside exclusively for Small Businesses under NAICS Code 484220 with a small business size standard of $23,500,000 annual gross receipts for a period of three years. The Government reserves the right to make multiple awards. Task Orders will be awarded in accordance with the Fair Opportunity Procedures under FAR Part 16.505 (b). Price Proposal: Please refer to Attachment 1, Price Proposals. The Contractor shall complete Attachment 1. All price proposals shall be on a fixed price basis. Statement of Work: Please refer to Attachment 2 Statement of Work. Attached is the Statement of Work (SOW) for the Request for Proposal providing guidance and information for this requirement. The period of performance is a base year and two option years. The Government intends to solicit and award up to five firm fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts. All potential contractors must have office located within a fifty-mile radius of Washington, DC. Submission of Proposals: Please refer to Attachment 4, Instructions, Conditions, and Notices to Offerors or Respondents. The contractor shall submit their proposal on or before Monday, August 10, 2009. All questions are due on or before 3:00PM EST, Tuesday, July 28, 2009. Proposals must be submitted (hard copies) to 1800 F Street, NW, Room 4302, Washington, DC 20405 or by email to Ms. Doris Williams at: doris.williams@gsa.gov. Evaluation Criteria : Please refer to Attachment 5, Evaluation Factors for Award. Proposals will be evaluated based on best value to the government. When combined, technical is more important than price. Offerors must submit their final proposals for evaluation. Guaranteed Minimum: The Government will order at least $5,000 in combined services and deliverables during the Base Period of this contract. Maximum Order Limitation (MOL): The Maximum Order Limitation is $450,000 for a total of three years (including base and option years) combined. The Indefinite Quantity Ceiling (IQC) for each effective period is $150,000.00, for a potential aggregate dollar total of $450,000. The unused IQC balance of each period may be brought forward to the succeeding periods. The following Federal Acquisition Regulation (FAR) provisions are hereby applicable and incorporated by reference: 1) The provision at 52.212-1, Instructions to Offerors - Commercial Items; and 3) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Offerors shall include a completed copy of the Online Offeror Representations and Certifications Application. Please refer to http://www.orca.bpn.gov. A completed copy of the Representations and Certifications should be included with the offer. The following Federal Acquisition Regulation (FAR) clauses are hereby applicable and incorporated by reference: 1) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items; and 2) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; 3) The clause at 52.225-13, Restrictions on Certain Foreign Purchases; and 3) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (ALT I). The following General Services Administration Acquisition Manual (GSAM) clauses are hereby incorporated by reference: 1) The clause at 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items is hereby incorporated by reference; clauses, 552.215-70, 552.228-70, 552.229-70, 552.232-70, apply to this solicitation and any resultant contract.
