Description
PRE SOLICITATION NOTICE: The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Pittsburgh, PA, has a requirement for a materials testing system. This requirement is solicited as a small business set-aside. The CDC intends to award a single Firm-Fixed-Price Purchase Order in accordance with FAR Part 13. The period of performance is delivery required by October 16, 2009. General 1.0 The following specification is for a test system capable of applying static tension and compression forces of at least 2,250 lbs (10 kN). Suppliers should propose an integrated system that meets or exceeds the following specifications for a Load Frame, Load Cells, Closed Loop Digital Controller, Software and PC, and Accessories. 1.1 The system proposed should be designed to meet or exceed the following Safety, Warranty, Installation, and Support specifications. 1.2 Specification compliance. In your bid response, please provide documentation that clearly shows that you meet each specification. If your bid is not compliant to each specification, please list the specification number and the deviation. (ie. 2.2 Does not meet specification). It is the responsibility of the bidder to understand all specifications. 1.3 These specifications are set based upon the need of N.I.O.S.H. to verify and validate products for safe and reliable use. The tests performed must be done with the highest level of repeatability and precision within a reasonable budget. NOTE: A complete list of Mechanical Properties Test System specifications will be provided in the solicitation package issued on the date specified below. Detailed specs include the Load Frame, Load Cells, Closed Loop Digital Controller and Software and Personal Computer. Instructional information on Safety and Installation, Support and Warranty, Training at Installation will also be provided. The complete solicitation document, and reference material, if applicable, will be available for downloading at www.fedbizopps.gov on or about August 7, 2009 and quotes will be due on or about August 21, 2009. No verbal or written requests for copies will be accepted. It is the responsibility of perspective offerors to stay abreast of additional postings regarding this solicitation at the FedBizOpps internet site. No government-wide notes apply. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov All responsible responsive sources may submit an offer which shall be considered by the agency.
