- SF33 Section A through M for Solicitation NIHOF2009080 This is a combined pre-solicitation notice and solicitation. The National Institute of Health, Office of Research Facilities, Office of Acquisition anticipates the release date for the instructions contained here is effective 15 days from this posting. The instructions for the Request for Information (RFI), pre-proposal conference, and statements of qualifications due date are contained with this announcement. The National Institute of Health (NIH), HHS, plans to enter into multiple-award indefinite-delivery/indefinite-quantity (IDIQ) contracts for Architect-Engineer (A-E) design and other A-E services for construction, renovation, and repair of buildings and infrastructure projects, including projects that are large in size, technically complex, or have difficult or other unique requirements. The NIH is seeking Businesses with North American Industry Classification Codes (NAICS) 541310 architectural, and 541330 engineering capabilities. The Small Business Size Standard is $4.5million. NIH intends to award six (6) IDIQ contracts pursuant to procedures established by Public Law 92-582 (Brooks Act) as implemented by FAR Part 36.6, with a base year and four 1-year options, for a total of five (5) years. Of the six (6) potential awards, three (3) awards will be Set-Aside for 8(a) Businesses and three (3) awards will be to Unrestricted Businesses. However, NIH reserves the right to make greater or fewer awards, or no award under this procurement. The total program ceiling over the total five (5) year period will be $150,000,000.00. Of the total program ceiling, $75,000,000.00 will be Set-Aside for 8(a) Businesses and $75,000,000.00 will be for Unrestricted Businesses. Each task order will have a minimum ordering limitation of $10,000.00 and a maximum ordering limitation of $3,000,000.00. The guaranteed minimum order amount for each contract is $2,500.00 for the base year. Businesses will be selected for negotiation based on demonstrated competence and qualifications for the required work. NIH will consider the following factors when selecting a contractor for each task order: specialized experience and technical competence in the type of work required for the specific task, capacity to accomplish the work in the required time in relationship to other projects, and past performance of tasks under the current contract. NIH may issue tasks by direct selection, equal distribution of work, or evaluation of proposed level of effort. PROJECT DESCRIPTION Task orders will be submitted for Specialized A-E design and other A-E services for various construction, renovation, and repair of buildings and infrastructure projects, within five different facility categories including 1) Office / Public Space Facilities, 2) Health Care Facilities, 3) Laboratory Facilities, 4) Animal Care Facilities, and 5) Mechanical/Electrical/Plumbing / Special Utilities / Central Utilities Plant Facilities, within the following locations: NIH Main Campus, Bethesda, MD; NIH Animal Center, Poolesville, MD; various leased facilities, Bethesda, Rockville, and Baltimore, MD; and other campuses and leased facilities located throughout the United States. Tasks orders may include projects that are large in size, technically complex, or have difficult or other unique requirements, requiring specialized experience and technical competence in all of the five core facility categories and as described below. 1)Office / Public Space Facilities include, but are not limited to, offices, conference facilities (including the Natcher Conference Center), libraries (including the National Library of Medicine), daycares, residences, lodging, facilities for ancillary services such as fire and police, parking structures, and exterior improvements such as roadways, sidewalks, and landscaping. Special attention is required for the Bethesda Campus Clinical Center Complex (Building 10) projects which will require particular attention to design details, close coordination with users, Joint Commission compliance, and assessment of utilities in regard to building utility moratorium. 2)Health Care Facilities primarily include, but are not limited to, surgery, patient care units, outpatient clinics, critical care units, radiology and imaging, pharmacy, rehabilitation, transfusion medicine, cyclotron, radiation oncology, and pediatrics. Projects may require knowledge of and experience with current Good Manufacturing Practices or Good Laboratory Practices as defined by the Food and Drug Administration. Special attention is required for the Bethesda Campus Clinical Center Complex (Building 10) projects which will require particular attention to design details, close coordination with users, Joint Commission compliance, and assessment of utilities in regard to building utility moratorium. Most projects are located in or adjacent to the Bethesda Campus Clinical Center Complex (Building 10). 3)Laboratory Facilities include, but are not limited to, general, Biosafety Level 2, Biosafety Level 3, and Biosafety Level 4, biomedical and animal laboratories. Work will include general and specialized laboratory and support design. Special attention is required for the Bethesda Campus Clinical Center Complex (Building 10) projects which will require particular attention to design details, close coordination with users, Joint Commission compliance, and assessment of utilities in regard to building utility moratorium. 4)Animal Care Facilities include, but are not limited to, facilities for housing, care, and use of animals in experimental testing, research, and training as related to biomedical research. Animals used at NIH for research include, but are not limited to mammals of all sizes, including primates; and aquatic animals. A-E services shall be performed in accordance with the latest published "Guide for the Care and Use of Laboratory Animals" published by National Research Council and the NIH Design Requirements Manual. Special attention is required for the Bethesda Campus Clinical Center Complex (Building 10) projects which will require particular attention to design details, close coordination with users, Joint Commission compliance, and assessment of utilities in regard to building utility moratorium. 5)Mechanical/Electrical/Plumbing / Special Utilities / Central Utilities Plant Facilities include, but are not limited to, the following: utilities including electrical, steam/condensate, high temperature hot water, chilled water, potable water, compressed air, natural gas, fuel oil, storm water, and sanitary sewer distribution systems including trenches and tunnels; production facilities including steam/condensate, high temperature hot water, chilled water, waste water treatment, and electrical and satellite substations; and MEP for facilities including administration and office facilities, libraries, animal care facilities, firehouses, daycares, residences, lodging, parking structures, landscaping and irrigation systems, security facilities (fencing, booths, and barriers), computer and data processing facilities, vehicle inspection facilities, and warehouses. The A-E shall provide professional services for all architectural and engineering disciplines and incidental services; material and labor necessary to perform services and provide deliverables as specified by all ordered tasks. A-E services and deliverables may include, but are not limited to, the following: 1)Design Submittals and Deliverables The A-E shall provide design at various submittal stages. Stages will be as required by individual task orders and may include, but are not limited to: Program of Requirements, Special Studies, Schematic Design, Design Development, Construction Documents (70%), Construction Documents (95%), and Construction Documents (100%). All design submittals shall include the current building information model (BIM) and construction cost estimate. All drawings shall be provided using the latest versions of Autodesk products and associated Autodesk Building Systems software; and shall be drawn in 3D and 4D to create building information models, the latest versions and native formats of Revit Architecture, Revit Structure, Revit MEP (Mechanical, Electrical, and Plumbing), and Autocad Civil 3D at the time of each Task Order shall be provided for the project A-E work. 2)Project Meetings The A-E shall participate in progress meetings including, but not limited to, progress meetings, review meetings, and user meetings. 3)Post-Design Services As specified by individual tasks the A-E shall provide post design activities including, but not limited to Construction Inspection, Progress Meetings, Requests for Information, Construction Submittal Reviews, Change Orders, Punch List, Reimbursing Government Construction Contractor for Items Purchased and Stored, and Closeout. The A-E Post-Design Services shall be performed during the project construction phase for the period of construction by qualified personnel who shall have proven knowledge of this type of construction and competence in construction and observation. It is anticipated that the majority of tasks/projects will be located on the NIH Main Campus, Bethesda, MD followed by the surrounding area. The A-E shall maintain an office within 50 miles of the Metropolitan DC Area from time of task order award to task order completion. All construction projects will incorporate the Guiding Principles of the Federal Leadership in High Performance and Sustainable Buildings Memorandum of Understanding (MOU) into the planning, design, construction, operation, maintenance, and decommissioning processes. Tasks may require certification from the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED™) or the Green Building Initiative’s Green Globes™ System in accordance with current NIH and HHS policy at the time of the task order. MINIMUM REQUIREMENTS Offerors’ proposals will be evaluated for compliance with the minimum requirements below. In this evaluation, minimum requirements will be evaluated on a “Go—No Go” basis. (“Go—No Go” is synonymous with “Acceptable—Unacceptable”.) Offerors that do not meet the minimum requirements will be deemed not acceptable for this Project and will not be considered further. Conformance to item ‘a’ will be evaluated prior to full evaluation of the SF330. Conformance to item ‘b’ will be evaluated after full evaluation of the SF330 at the determination of the short list. a.For the proposed 8(a) set-aside contracts, offeror must be registered as an 8(a) certified small business; this requirement does not apply to the proposed full and open contracts. The offeror must identify in the SF330 Part II for the prime offeror or joint venture under item 5.b. Small Business Status that they are a certified 8(a) program participant. An offeror for the proposed 8(a) set-aside contracts not meeting this requirement will be deemed not acceptable for this Project and will not be considered further. Note: The offeror must be identified as a current SBA Certified 8A Program Participant and as a Small Business for North American Industry Classification System (NAICS) Codes 541310 Architectural Services and/or 541330 Engineering Services in the Central Contractor Registration (CCR) at time of award. b.Offeror must demonstrate in their SF330 Part I and Part II proposal that they are qualified to provide A-E design and other services in ALL five facility categories: 1) Office / Public Space Facilities, 2) Health Care Facilities, 3) Laboratory Facilities, 4) Animal Care Facilities, and 5) Mechanical/Electrical/Plumbing / Special Utilities / Central Utilities Plant Facilities. An offeror not demonstrating they are qualified in any of the five facility categories will be deemed not acceptable for this Project, will not be eligible for inclusion on the short list for interview discussions, and will not be considered further. The cumulative score of Phase 1 Selection Criterion 1 and Selection Criterion 2, described below, with regard to an individual facility category will be used to determine if the offeror demonstrates they are qualified in the facility category (For example, the cumulative score of Phase 1Selection Criterion 1.a and Selection Criterion 2.a will be used to determine if the offeror demonstrates they are qualified with regard to Office / Public Space Facilities). Only, those offerors demonstrating they are qualified in ALL of the five facility categories will be eligible for inclusion on the short list for interview discussions. Note: Submitted partnering, teaming, joint venture, etc. relationships are acceptable to demonstrate qualifications across all five facility categories; however, substitutions to such relationships during contract performance will require written consent of the Contracting Officer. SELECTION CRITERIA The selection process will be a two phase process: Phase 1 will consist of evaluation of the SF 330 for determination of businesses to move on to Phase 2; Phase 2 will consist of evaluation of interview discussions by businesses meeting minimum requirement ‘b’ above and short-listed in Phase 1. The ranking of the short-listed firms in Phase 2 will be based solely on the Phase 2 interview discussions and will not include the scores from the Phase 1 written qualification statements. Phase 1 Phase 1 (evaluation of the SF 330) selection criteria are listed below in descending order of importance. Criteria 1 and 2 are of equal importance and are of greater importance than criterion 3. Criteria 3, 4, and 5 are of equal importance and are of greater importance than criterion 6. Sub-criteria 1.a, 1.b, 1.c, 1.d, and 1.e are of equal importance. Sub-criteria 2.a, 2.b, 2.c, 2.d, and 2.e are of equal importance. 1.Professional Qualifications and Project Team Organization Necessary for Satisfactory Performance of Required Services a.With Regard to Office / Public Space Facilities b.With Regard to Health Care Facilities c.With Regard to Laboratory Facilities d.With Regard to Animal Care Facilities e.With Regard to MEP / Special Util. / CUP Facilities 2.Specialized Experience and Technical Competence in the Type of Work Required for Both New Construction and Renovation, Including Experience in Energy Conservation, Pollution Prevention, Waste Reduction, and the Use of Recovered Materials a.With Regard to Office / Public Space Facilities b.With Regard to Health Care Facilities c.With Regard to Laboratory Facilities d.With Regard to Animal Care Facilities e.With Regard to MEP / Special Util. / CUP Facilities 3.Experience, Technical Competence, and Project Team Capability in Building Information Modeling 4.Capacity to Accomplish the Work in the Required Time including Capacity to Accomplish Multiple Simultaneous Task Orders 5.Past Performance on Contracts with Government Agencies and Private Industry in Terms of Cost Control, Quality of Work and Compliance with Performance Schedules Past performance evaluation will be based on credible documentation included on the SF330 and also outside sources such as the Contractor Performance System (CPS) and the Architect-Engineer Contract Administration Support System (ACASS). 6.Location in the General Geographical Area of the Project and Knowledge of the Locality of the Project Phase 2 The purpose of the interview discussion is to meet the project team key personnel and have them demonstrate their knowledge of NIH’s requirement with regard to A-E design and other services and present their management plan for accomplishing the work. The interview discussions will consist of a 40 minute presentation by the Offeror and a 40 minute (estimated minimum) question and answer period. NIH intends for the interview discussions to be held at the Offeror’s location and NOT at NIH. The Offeror’s presentation should include presentation of the project team and two A-E design and other services projects (one for new construction and one for renovation) which best illustrate the proposed project team’s capabilities. All shortlisted businesses shall be provided with a scope of work, predetermined interview questions (follow-up questions to the presentation or predetermined interview questions may be asked at the interview discussion), and a description of the interview discussion evaluation criteria. Phase 2 (evaluation of interview discussions) selection criteria are listed below in descending order of importance. Criterion 1 is of greater importance than criterion 2. Sub-criteria 1.a, 1.b, and 1.c are of equal importance. Sub-criteria 2.a and 2.b are of equal importance. 1.Management Plan and Approach for Accomplishing the Work a.Organization and Management of Proposed Team (in Terms of Project Personnel and Between Prime and Subcontractors) for Accomplishing the Work b.Program to Ensure Quality Control of the Work, and Project Team’s Past Performance on Cost Control and Time Performance c.Project Team’s Approach to Pre-Design, Design, and Construction Administration Services 2.Evaluation of Two A-E Design and Other Services Projects (One for New Construction and One for Renovation) Which Best Illustrate the Proposed Project Team’s Capabilities a.A-E Design and Other Services Project for New Construction b.A-E Design and Other Services Project for Renovation SUBMISSION REQUIREMENTS Interested businesses shall submit Part I and II of the SF 330 and supplemental qualification documents to substantiate the minimum requirements and evaluation criteria described above. Businesses are strongly advised to ensure that your Statement of Qualification submittals address each facilities area sufficiently for evaluation. The SF 330 Part 1 and supporting qualification documents shall have a page limit of 75 pages. A page is one side of a sheet of paper 8/12x11. Font size shall not be less than 11 point in Times New Roman and margins shall not be less than one inch for any attachments to the SF 330 and any supporting qualification documents. Part II of the SF 330 must be submitted for the prime firm (or joint venture) and for each consultant. Please note that a separate Part II is required for each branch office of the prime firm and any subcontractors when they will have a key role in the proposed contract. Businesses shall submit and original and five (5) copies, each submittal shall clearly indicate original or copy. E-mail or faxed submissions will NOT be accepted. Businesses will be evaluated to determine the most highly qualified Businesses using the selection criteria stated above. The Source Selection Board (SSB) will select the top Businesses using the adjectival ratings and prioritized factors listed above. The A-E firm’s primary person proposed to be the direct contact with NIH throughout the contract period for contract management must be identified as the “Contract Project Manager”. The A-E firm’s primary person/people proposed to be the direct contact with NIH throughout the contract period for task/project management must be identified as “Task Project Manager”. The SSB will review the Statements of Qualification SF 330, Parts I and II. The board will evaluate them in accordance with the criteria cited above. Offerors shall ensure the SF 330 and supplemental qualification document submissions address at a minimum the following requirements: (1) Company Information to include name, address, telephone number, business category (i.e. Large, 8(a), SDVOSB), relevant NAICS Code, DUNS Number; (2) Describe the organization Structure to include Key Personnel information and their relevance to the tasks described; (3) Highlight relevant experience relating to the tasks described above – Describe scope and nature of completed relevant projects to include beginning and ending contract price, beginning and ending date of the project, customer name and point of contact, indicate if you are/were the prime or sub-contractor; (4) Summary of current contract activities/commitments; (5) Describe your link to sufficient local labor and resources to accomplish work of this nature; (6) Describe your firm’s capacity to accomplish the work in the required time including the capacity to accomplish multiple simultaneous task orders; (7) Describe your access to capital resources/funding to undertake multiple projects with work of similar scope to that which is contemplated; (8) Describe your firm’s experience, technical competence, and project team capability in Building Information Modeling (9) applicable to Large Businesses; Small Business Goals: Large Business Businesses shall submit with their SF330 Individual Subcontracting Reports (ISRs) for three similar contracts of relative size showing compliance with the utilization of HUBZone, SB, SDB, WOSB, VOSB, SDVOSB businesses, and if applicable, HBCU/MI. Before award of the contract, an Unrestricted Businesses shall also submit a draft Small Business plan (in accordance with Public Law 95-507), in which they will be evaluated on the extent to which they identify and commit to the published Small Business Subcontracting Program. The Secretary of the Health and Human Services has assigned NIH goals for FY 2009 expressed in terms of percentages of total planned subcontracting dollars for utilization of small businesses. Demonstrate the plan to meet these goals: Small Business (SB)-28%; 8(a)-5%; HUBZone (HUB)-3%; Small Disadvantaged Businesses (SDB)-5%; Women-owned Small Businesses (WOSB)-5%; Service Disabled Veteran-Owned Small Business (SDVOSB)-3%. Any large business businesses selected for award will be required to submit a Subcontracting Plan in accordance with FAR 19.7 SOLICITATION ISSUANCE The Solicitation (to include the Statement of Work) will be provided to both 8(a) and unrestricted businesses that are on the short list of the most highly rated businesses. The government will pursue negotiations with those businesses on the short list of most highly rated businesses. NOTICE TO OFFERORS - The Government reserves the right to reject any or all responses to the “Request for Qualification” at any time prior to selection of award. PRE-PROPOSAL CONFERENCE A pre-proposal conference will be held August 18th, 2009 at 1pm to 4pm at NIH, Natcher Building (45), 9000 Rockville Pike, Bethesda, MD 20892. Interested Businesses should arrive in sufficient time to pass through campus security. STATEMENT OF QUALIFICATION DUE DATE Businesses shall submit qualifications NO LATER THAN September 9, 2009 at 1:p.m. Eastern Standard Time to the Contracting Office Address.
