- THIS IS A SOLE / SINGLE SOURCE, NON-COMPETITIVE NOTICE. This notice of intent is not a request for competitive proposals. This sole / single source, non-competitive notice is prepared in accordance FAR Parts 5 and 13. FAR Part 6 – Competition Requirements, is not applicable to contracts awarded using the simplified acquisition procedures of FAR Part 13.106-(b)(1). This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-35 (as of June 15, 2009). The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The intended procurement will be classified under North American Industry Classification System code 334516, and the business size standard is 500. Market Research Conducted by the Government, in accordance with the Federal Acquisition Regulations (FAR) Part 10, Market Research, has determined that only Bio-Tek Instruments, Inc. can perform/provide the requisite supplies/services specified herein. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a sole source noncompetitive basis to Bio-Tek Instruments Inc., Highland Park PO Box 998, Winooski, Vermont 05404 for the following: This request for a BioTek EL 406 Combination Microplate Washer and Dispenser is to enable this facility too screen prospective DNA and drug targets: The EL406 is a combination washer dispenser that can both wash and accurately dispense solutions to microplate wells. This item is needed to facilitate NIH's RNAi screening program. This program is to provide intramural researchers with access to the equipment and expertise necessary to conduct genome-wide RNAi screens in mammalian cells. This facility will work as a collaborative resource for doing RNAi assay development, screening, and initial follow up. The EL406 will be used for a wide variety of applications. In general, the EL406 will be used to gently remove media from siRNA-transfected adherent cells in microplates (capable of handling 96, 384, and 1536 well microplates). Once the exisiting media is removed, the EL406 will be used to wash and accurately dispense fresh assay-specific reagents to the cells. The EL406 will be purchased with an integrated BioTek microplate stacker, which will greatly enhance throughput and provide walk-away capabilities. The EL406 is unique because it is the only combination washer dispenser on the market that can wash and dispense 96, 384, and 1536 well plates where washing a full 96-well plates at one time is still possible. The EL406 also has four separate fluid paths, including 1 periplastic pump, 2 syringe fluid paths, and 1 wash buffer path; The EL406 allows for up to 7 different fluids to be passed through the 4 different paths. The EL406 also possesses the critical ability to optimize wash conditions for loosely adherent cells. The EL406 also has the ability to automatically sonicate and clean the manifold, which is imperative to prevent reagent cross-contamination. The resulting acquisition will be entered into pursuant to the acquisition authority set forth in FAR 6.302-1 and 41 U.S.C. 253(c) (1) and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Therefore, an award to any other source is not feasible or practical. The contract will be awarded using the simplified acquisition procedures of FAR Part 13 - Simplified Acquisition Procedures, therefore the requirements of FAR Part 6 - Competitive Requirements are not applicable (FAR Part 6.001). Interested parties may identify their interest and capability to respond to the requirement or submit a response. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after publication of this synopsis will be considered by the Government. Responses to this announcement, referencing synopsis number NHLBI-PB-(HG)-2009-248-RD may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Renee Dougherty. Responses may be submitted electronically to dougherr@nhlbi.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. Responses are due July 29, 2009 at 5:30 pm Eastern Standard Time. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
