- Green Jobs STATEMENT OF WORK July 24, 2009 I.INTRODUCTION The energy efficiency and renewable energy sectors (green jobs) are deemed to be emerging and high growth industries. Early indicators reflect low participation of women in green training programs. The purpose of this project is to increase the participation of women in training programs that teach the skills required in any of the seven energy efficiency and renewable energy industries defined in Section 171(e)(1)(B)(ii) of the Workforce Investment Act, which include: •The energy-efficient building, construction, and retrofit industries; •The renewable electric power industry; •The energy efficient and advanced drive train vehicle industry; •The biofuels industry; •The deconstruction and materials use industries; •The energy efficiency assessment industry serving residential, commercial, or industrial sectors; and •Manufacturers that produce sustainable products using environmentally sustainable processes and materials. II.BACKGROUND The Women’s Bureau (WB), one of the oldest agencies within the U. S. Department of Labor, was created by Congress on June 5, 1920. The WB’s mission is to improve the status of wage-earning women, improve their working conditions, increase their efficiency, and advance their opportunities for profitable employment. The WB, through its Strengthening the Family Initiatives – Better Jobs, Better Earnings, Better Living and Value-Added Partners – prepares women for tomorrow’s jobs and promotes an environment that is responsive to the demands and challenges of the 21st Century workforce. Women in the labor force have grown from eight million in 1920 to almost 71 million in 2007. By the Year 2012, women are projected to comprise 47 percent of the U. S. labor force. While the current economic downturn has resulted in job losses primarily for men (80 percent as opposed to 20 percent women losing their jobs), in order for women to continue to contribute to the family income and provide for their children as single parents, additional efforts are needed to ensure that women are made aware of opportunities in the emerging and high growth industries. The Women’s Bureau, Region 9, is soliciting a Contractor to work with the WB Regional office to increase the participation of women in an existing green job training program or expand a current training program for women to incorporate a green jobs component. The goal for the project is to assist at least 20 women enter training leading to a certification or other industry-recognized skill that will lead to employment. The targeted area for this project is: Arizona, California, Nevada or Hawaii. III.SCOPE OF WORK Contractor requirements: •Must currently have at least one training program in an energy efficiency or renewable energy industry (as defined above) that leads to certification or a degree in that field, or •Must operate a training program that serves women and incorporates a certified skills training program in any of the seven energy efficiency and renewable energy industries as defined above in the Workforce Investment Act. •Must be registered in the Central Contractor Registration (www.ccr.gov) Under this project, Contractor will design an outreach, recruitment, and retention support model that assists a minimum of 20 women enter training in one or more of their energy efficiency or renewable energy industry training programs that leads to a certification or industry-recognized skill leading to employment. Tasks and Deliverables 1.Schedule a meeting (telephone or face-to-face) with the COTR within two weeks of receiving the contract to discuss all details/questions regarding scheduling and the deliverables. 2.Provide the fully developed outreach, recruitment, retention and support plan in accordance with the Contractor’s proposal to WB Region 9. 3.Identify the skill and industry in which participants will be trained. 4.Using the methodologies outlined in the proposal, track and report the results of the outreach and recruitment methods to the WB on a monthly basis. Reporting format will be provided by WB. 5.Provide reports on a quarterly basis to the WB if there are any changes in the number of women enrolled in pertinent green jobs courses, course completions, job placements, best practices as identified and challenges encountered. Reporting format will be provided by WB. 6.Before training is completed, identify potential employers and assist participants with job search skills following completion of training. 7.Provide a final report to the WB on the enrollment of women in green jobs training by August 15, 2010. Reporting format will be provided by WB. IV.CONTRACTING OFFICER’S TECHNICAL REPRESENTATIVE (COTR) The COTR shall be Jenny Erwin, Regional Administrator, Women’s Bureau, U. S. V.NOTICE TO THE GOVERNMENT OF DELAY Whenever the Contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this Agreement, the Contractor will notify the COTR within ten days. VI.STANDARD OF WORK The contractor agrees that the performance of work pursuant to the requirements of this agreement shall conform to professional standards. VII.PERIOD OF PERFORMANCE The period of performance will extend 12 months from the date of the award. VIII.CONFIDENTIALITY The Contractor cannot make use of any information obtained through this Agreement for any activity outside the scope of this project. IX.RIGHTS IN DATA AND COPYRIGHT Throughout the period of this Agreement, the Government reserves exclusive and unlimited rights to the information provided to the Contractor, except for the information the Government makes available to the public. All data collected and produced for this project belongs to the Department of Labor. X.OUT OF TOWN AND/OR OVERNIGHT TRAVEL Although, minimum travel is anticipated, any travel expenses incurred must be factored into the original budget for administrative overhead. There are no additional funds available for travel. XI. INVOICE PAYMENTS The contractor shall submit all invoices to the COTR at the above address. The invoices shall include a current date, the name and address of the contractor, the employer identification number, the purchase order number, and a description of the services rendered. XII. PAYMENT SCHEDULE The COTR shall approve the invoices for payment. Payments will be made utilizing the following schedule: $___TBD after award_________after completion of tasks and deliverables 1-3. $____TBD after award__ after submission of monthly updates, and 1st and 2nd quarter reports. $___TBD_after award___ after submission of monthly updates, 3rd and 4th quarter reports, completion of project and submission of final report.. XIII. RECORDS AND ACCOUNTS Contractor shall maintain such records and accounts applicable to this Purchase Order to assure full and proper accounting for all Purchase Order funds. These records shall be retained for a period of three (3) years following submission of the final invoice under this Purchase Order.
