Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this acquisition is W912DQ-09-T-1036 and it is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. This acquisition is to be set-aside 100% for small business concerns. The associated NAICS code for this project is 336112 and the business size standard is 500 employees. CONTRACT LINE ITEM NUMBERS 0002 Trailer This CLIN will include all costs associated with the delivery of two (2) aluminum trailers as detailed in the Statement of Work. Quantity 2 Unit of Issue Each FOB Destination Deliver by 30 September 2009 Delivery to Wilson Lake Project Office, 4860 Outlet Blvd., Sylvan Grove, KS. 67481 STATEMENT OF WORK TaskDescriptionCost 1Base Trailer 2Customized interior and overall layout Base Trailer - Axles - Axles shall be rated to handle the weight of the trailer, interior finishes and an additional load of 3500 lbs of cargo. Brakes shall be of an electric type and rated for the weight of the entire trailer plus cargo. GVWR will be at least 7,000 lbs. Rims and Tires - Rims shall be constructed of aluminum metal, steel will not be accepted. Tires shall be of a radial type trailer tire rated for the weight of the entire trailer plus cargo. Tires will also be at least 15 inch diameter. Spare tire with aluminum rim and carrier shall be included. Trailer - Trailer frame shall be 100 percent aluminum with the exception of the hitch section which will be a bolted on galvanized 2 inch or 2 5/16 inch coupler. Hitch weight will not exceed 700 lbs. All driving lights will be of an LED DOT approved type. Wiring harness for running lights will be bundled in a protective jacket in a watertight seal. Trailer will come with an integral battery with breakaway kit. Trailer will have 4 scissor type stabilizers installed at each corner of the trailer. Trailer shall come with an adjustable front jack and wheel. Minimum Dimensions shall be 7 feet wide by 12 feet long; dimensions may need to be larger to give enough room for other specified items. Body - Body will be of an aluminum frame with FRP or bonded vacuum aluminum sides. Entrance door will be at least 36 inches wide. Rear door will be a roll up type at least 5 feet in width. Interior height will be at least 7 feet high. Floor will be treated plywood at least 5/8 inch thick with Advantech flooring or equal. Interior walls prior to finish will be inch thick plywood. Diamond plate stone guard in front will be provided. Body design will allow for a 5 foot deck space between the rear door and end of trailer, the deck will include 4 recessed D-rings. On this deck mounted on the driver side will be an articulated crane integrally mounted to the deck of the trailer. The articulated crane will be a model 322 A3 with outriggers, manufactured by F.LLI Ferrari Corporation or equal. On the passenger side of the deck shall be a stacked 4 foot long exterior storage. The top of the exterior storage shall be a tool box lid type access and the bottom of the exterior storage shall be accessible from the passenger side ground level. Exterior lighting shall be 5 500 watt halogen external lights UL listed for outdoor use. The lights shall be located in the following manner, one above entrance door, two mounted above and to the left and right of the rear door and two mounted on the driver side at approximately the same height as the rear lights. Roof shall be of an aluminum metal type. The body design will have a frame infrastructure that includes a generator compartment. The body design will also include a heavy duty cable access door to run ROV monitoring and control cables through without exposing the cabin to the elements. The body design will be fully insulated to recreational vehicle standards. Customized interior and overall layout - Interior floor shall be made of a slip resistant rubber type. Interior walls shall be white in color. Ceiling shall be white with recessed lighting. Interior will be made for a two person work station with room for two others to be standing in close proximately. Other interior cabinetry shall be as follows: 1) 1 - 3 foot wide by 2 foot deep by 6 foot high with 4 shelves. 2) 1 -12 drawer Stanley Vidmar Cabinet or equal. 3) 1 6 foot long stainless steel work bench, cabinets underneath and overhead cabinets. Interior electrical will consist of 110 volt fluorescent lighting 3 15 amp receptacles along workbench, and 3 15 amp receptacles along the workstation. Recreational Vehicle Carbon Monoxide detector will be provided and integrated into interior. 110 volt ship to shore line will be provided to power trailer systems without a generator. HVAC system will include a roof mounted air conditioner capable of at least 13,500 BTU and a 120 volt heating system capable of at least 27,000 BTUs. Two powered roof vents will be included. A Generator will be provided by the contractor that is capable of running all electrical systems including the HVAC system. Exterior electrical system shall provide three externally rated 15 amp receptacles, one located in the rear and one located on the driver side and on located on passenger side. Contractor will submit a proposal for a customized interior and layout that will be part of the bid evaluation process. Contractor will allow for 2 government employees to travel to Contractors location to finalize layout on CADD for 1 day. Warranty - Entire trailer including all sub systems provided by Contractor shall be covered under warranty for one (1) year. AS SUCH, ALL REPORTING REQUIREMENTS REQUIRED BY CLAUSES 52.203-15, 52.204-11, AND 52.212-5, ALT. II ARE IN FULL FORCE AND EFFECT. PARTIES INTERESTED IN RESPONDING TO THIS RFQ may submit their proposal in accordance with standard commercial practice (i.e. proposal form, letterhead, etc.) and MUST INCLUDE THE FOLLOWING INFORMATION: Solicitation number; companys complete mailing and remittance addresses; any discount terms; DUNS number; and Taxpayer Identification Number. The quote must include prices for CLIN 0001. Award will be made to the quoter offering the lowest price technically acceptable. Any questions regarding this solicitation MUST be submitted by email to the point of contact below. In accordance with FAR 52.212-1(k), the prospective awardee shall be registered and active in the CCR database prior to award. If the contractor does not become registered in the CCR database in the time prescribed by the Contracting Officer (NLT closing date of this solicitation), the Contracting Officer will proceed to award to the next otherwise successful registered contractor.
