Attachment 1 - Analytical Standards List Sources Sought USDA AMS S&T Monitoring Programs Office is seeking sources that capable of providing certified pure (neat) pesticide residue analytical-grade chemicals for use in a national testing program. STATEMENT OFWORK I. Project Title: Analytical Standards - Procurement of neat analytical standards for pesticide residue analysis of food commodities. II. Introduction: The U.S. Department of Agriculture (USDA), Marketing and Regulatory Programs (MRP), Agricultural Marketing Service (AMS) Pesticide Data Program (PDP) samples and tests high consumption foods for pesticide residues. Testing is performed by ten State Department of Agriculture and three Federal laboratories - USDA's AMS National Science Laboratory (NSL), USDA's Grain Inspection, Packers and Stockyards Administration (GIPSA) Technical Services Division Laboratory and the U.S. Environmental Protection Agency (EPA) Analytical Chemistry Laboratory. The participating State laboratories are in California, Colorado, Florida, Michigan, Minnesota, Montana, New York, Ohio, Texas, and Washington. Pure analytical standards are required to perform the testing for pesticide residues. III. Objective: PDP laboratories require certified pure (neat) pesticide residue analytical-grade chemicals for use in its national testing program. These neat chemicals are pure, undiluted chemicals, in either solid or liquid form, that are sufficient to meet the stringent criteria for purity, stability, storage, and traceability stipulation in the International Standards ISO 9001 and 17025 and PDP Standard Operating Procedures (SOPs). Each standard must be accompanied by a current and valid "Certificate of Analysis" which shall contain, at a minimum, the substance and its verified purity, the production lot number, traceability, and a current expiration date. It is essential that the thirteen PDP laboratories obtain their analytical standards from the same qualified vendors whenever possible to minimize any differences across the program to provide data integrity. IV. Requirements: a. Certified pure (neat) pesticide residue analytical-grade chemicals as identified in Attachment 1. It must be noted that not all these compounds will be tested/procured by each laboratory each year; rather, this is a potential list of chemicals. A laboratory's need for a particular item depends on whether they need new (unexpired) standard at a given time and whether or not they are tasked to test that chemical on that commodity - each laboratory has a different commodity assignment each year and each commodity is tested for a separate host of chemicals. The attached list is a universal list of all chemicals tested by the program across all commodities. The vendor must be able to provide 95% of these chemicals at any given time. b. The vendor must have a Quality System registered to ISO 9001. c. The vendor must have an in-house (i.e., on the premises) testing facility accredited to ISO 17025 in the field of Chemical Testing. The accreditation shall be specified as, at minimum: i. Testing of chemical reference standards, neats ii. Measurement of analyte identification and concentration iii. Capability for measurement via GC, GC/FID, GC/ECD, GC/MSD, HPLC, FT-IR iv. Measurements for neat chemicals must be accurate to within ± 5% d. Each chemical must be accompanied by a current and valid "Certificate of Analysis" which shall contain, at a minimum, the substance identity and its verified purity, the production lot number, traceability, and a current expiration date. e. Neat standards must have a high purity. For example, at last 90% of the chemical must have a certified purity of 98.0% or higher. f. Neat standards must have a minimum of two-thirds shelf-life remaining when issued. g. Time from order to shipment must be rapid - i.e., preferably 24-48 hours. h. Shipment may be via UPS ground.
