- RECOVERY: PRE-SOLICTATION NOTICE FOR CONSERVATION OF THE ILLINOIS STATE SOLDIERS AND SAILORS MONUMENT IN MOUND CITY NATIONAL CEMETERY, MOUND CITY, ILLINOIS. This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-09-RA-0098 for the following: Contractor shall provide all professional services, labor, materials, tools and equipment necessary for comprehensive repair, conservation, cleaning and other treatment as necessary of the Illinois State Soldiers and Sailors Monument in Mound City, Illinois.in accordance with the project deliverables and tasks. The project is to conserve the Illinois State Soldiers & Sailors Monument in Mound City National Cemetery, Mound City, Illinois. Constructed in 1874, the monument is approximately 63 feet tall and consists of an upright marble figure set upon a granite shaft, pedestal, and stepped base. Two marble figures-one of a soldier and the other of a sailor-are set atop the pedestal and two marble name plaques are set into the four sides of the pedestal. Proposals will be evaluated on the following factors in descending order 1. Technical Qualifications, 2. Past Performance and 3. Price. Factors 1 and 2 when combined are equal to price. CONTRACT DURATION: Performance period is approximately 150 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 712120 SIZE STANDARD: $7.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE SERVICE CONTRACT UNDER FULL AND OPEN COMPETITION. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request For Proposal (RFP) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on August 10, 2009. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
