- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this acquisition is W912DQ-09-R-1034 and it is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. This acquisition is to be set-aside 100% for small business concerns. The associated NAICS code for this project is 423690 and the business size standard is 100 employees. CONTRACT LINE ITEM NUMBERS 0001 Underwater Remotely Operated Vehicles This CLIN will include all costs associated with the vehicles, cases, training, and warranties detailed in the Statement of Work. Quantity 2 Unit of Issue Each FOB Destination Deliver by 30 September 2009 Delivery to Wilson Lake Project Office, 4860 Outlet Blvd., Sylvan Grove, KS. 67481 STATEMENT OF WORK Underwater Remotely Operated Vehicles 2 each Mechanical - The weight of the vehicle shall be less than 50 lbs. Thrust will be provided by 4 individual thrusters (2 horizontal, 1 vertical and 1 lateral). These thrusters shall have the following thrust to weight capabilities without extra payload; horizontal greater than 0.84 with both thrusters, vertical greater than 0.42, lateral greater than 0.42. Thrusters shall be brushless DC, magnetically coupled. ROV shall be rated for a depth of at least 975 feet and have an extra payload capability of 4.5 lbs with extra floatation provided. Cameras - Two cameras shall be provided and mounted to the ROV. The cameras shall be mounted on an assembly that can tilt as well as rotate 360 degrees. One camera shall be color with a resolution of 480 lines and a sensitivity of 0.01 lux. The other camera shall be black and white with a resolution of 600 lines and a sensitivity of 0.0003 lux. The ROV shall come with the ability to have an extra camera mounted on the aft end. Depth Transducer - The electronic depth transducer shall be mounted in the ROV and be programmable for fresh or salt water. Electronic Compass - The electronic compass shall be of a GYRO type, mounted in the ROV and be capable of transmitting this information to the operator. Lights - The ROV will be fitted with two low voltage LED type mounted in the ROV with the following performance. The light shall be capable of at least 2000 feet in depth. The light housing construction shall be made from anodized aluminum. Each light power output shall be at least 35 watts and equivalent to 250 watt halogen for a total of 70 watts and equivalent to 500 watt halogen. Beam angle for each light shall be at least 110 degrees. Sensitivity for each light shall be at least 1030 lux at 1 meter or 1740 lumens. CABLE - The cable supplied with the ROV shall have the following characteristics; 1) 1000 feet long, 2) Connectors on both ends, 3) Weigh 0.1 pounds per foot, 4) Have a Kevlar strength member of 1000 lbs., 5) Be neutrally buoyant, 6) Conductors shall be 1 Cat5e Lan Cable and 12 - #22 AWG conductors, 7) Cable reel with slip rings capable of handling all 1000 feet of wire. POWER SUPPLY - Power supply shall be portable and weigh less than 60 pounds. Voltage supply shall be variable between 100-240 VAC, 50/60 Hertz and a max of 1800 watts. Unit shall be protected by a GFI circuit. Output to ROV shall be sufficient to run all equipment simultaneously. Unit shall have all connectors for ROV cable, hand controller, keyboard, Sonar and Video output. Overlay of video shall include depth, heading, time/date stamp, and diagnostics. Unit shall have at least 1 12 inch color monitor and HDD DVR video recorder. Unit shall be provided with a laptop style console. HAND CONTROLLER - Hand controller shall be a 3-axis control single joystick design with at least a 16 button keypad for control of vertical thruster control, camera tilt control, light dimmer control, auto hover on/off, auto heading on/off, thruster power level, 2 manipulator arm buttons and 4 spares. GRABBER ARM - Grabber arm shall be included in bid with a 3 prong grabber end. IMAGING SONAR - Unit shall come fitted with an imaging sonar with the following characteristics; 1) Less than 2.5 Watts from 24 VDC 2) Serial communication is utilized, RS-485 or RS-232 at 115.2 kbps. 3) This unit will scan a maximum of 360o with a maximum range of 150 feet. 4) The total weight in water is less than 0.2 kg (0.4 lbs). 5) Frequency of 675 and 850 kHz 6) Transducer shall be an imaging type, fan beam with fluid compensation, beam width of 2.5 degrees by 22 degrees, transmitting pulse length of 100 microseconds, range resolution of of an inch, minimum detectable range of approximately 6 inches, and a maximum operating depth of 975 feet 7) Able to operate from cable length of 3250 feet 8) Housing shall be made from a material that does not corrode easily in salt water (i.e. aluminum or stainless steel) 9) Unit weight shall be less than 1 lbs. 10) Software shall be of a Microsoft compatible format 11) SONAR and software shall be capable of at least polar, sector and sidescan modes 12) Sector size shall be 0 180 degrees in 18 degree increments or 360 degree in continuous increments 13) Range scales shall be at least 15 feet, 30 feet, 60 feet, 90 feet, 120 feet, and 150 feet. 14) Step sizes in normal mode shall be 3 degrees and in fast mode it shall be 6 degrees. 15) Grid type shall be polar 16) External inputs shall be at a minimum, depth, heading and turns. SPARE PARTS - Units shall come with a total number of the following list of spare parts; 1) 4 Thrusters, 2) 8 Water bearings for the thrusters, 3) 2 LED light assemblies, 4) 2 Cable splice kits. TRAINING - Contractor shall provide at least two consecutive 8 hour days of training at the U.S. Army Corps of Engineers office in Stockton, Missouri. Training shall be set up for 8 Corps Employees with both classroom and hands on training. Time of training shall be no sooner than 1 month after delivery of ROVs and no later than 3 months after delivery. WARRANTY - ROV shall come with a 12 month warranty that covers entire vehicle including electronics and accessories. CASES - All equipment and accessories will have hard, damage resistant cases for storage. APPLICABLE CLAUSES This Request for Quotation incorporates the following provisions and clauses. AS SUCH, ALL REPORTING REQUIREMENTS REQUIRED BY CLAUSES 52.203-15, 52.204-11, AND 52.212-5, ALT. II ARE IN FULL FORCE AND EFFECT. The quote must include prices for CLIN 0001. Award will be made to the quoter offering the lowest price technically acceptable. In accordance with FAR 52.212-1(k), the prospective awardee shall be registered and active in the CCR database prior to award. If the contractor does not become registered in the CCR database in the time prescribed by the Contracting Officer (NLT closing date of this solicitation), the Contracting Officer will proceed to award to the next otherwise successful registered contractor.
