- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI-LCS-01346 AND THE SOLICITATION IS BEING ISSUED AS A NOTICEOF INTENT. This NOI is not a small business set aside. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition circular (FAC 2005-18). This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code for this acquisition is 541711 and the small-business size is 500. The National Institutes of Health (NIH), National Institute on Aging (NIA) acquire Proteomics Assays: Period of Performance July 15 August 31, 2009; Mass Spec determinations with data analysis; Western Dot Blot determinations and analysis; iTRAQ quantitative Mass Spec determinations; iTRAZ data analysis; Cell Culture; Immunohistochemistryl Western anaylsis for single dimension gels; Western analysis for 2-dimensional gels. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to offerors Commercial Items; FAR 52.212-2 Evaluation Commercial Item; FAR 52.212.3 offerors Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.204-7 Central Contractor Registration (CCR). In order to be considered for an award, offeror must have completed the online electronic Representatives and Certifications located at (https://orca.bpn.gov/) in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at (www.ccr.gov/) prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
