- Mission and Installation Contracting Command (MICC) Directorate of Contracting (DOC) Carlisle Barracks, PA intends to procure non-personal services on a sole source basis with Intelligent Decisions Systems, Inc., Centreville, VA under the authority of FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, for the period 7 August 2009 through 20 September 2009. The services are for on-site technical and administrative support for the US Army War College, Center for Strategic Leadership, Strategic Experiential Education Group (SEEG) and include: Strategic Decision Making Lab (SDML) which includes technical support for all hardware, software, audio, video, and networking required to support all events and activities conducted in the SDML. System Support which includes technical support to ensure availability and integrity of servers (application, database, and web servers) and workstations. Simulation and Stimulation Support which includes digital stimulation of joint C4ISR devices. Networking Support which includes maintaining, and troubleshooting SEEG networking connections (hardware and settings) used to connect SEEG systems to LANs and WANs. Product Support and Modification which includes technical and network support, administration, database development, and minor changes in the content, architecture and structure of games, models, simulations, or environments. Website Support which includes ensuring the availability and integrity of the SEEGs public website. Responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Detailed capabilities may be submitted to MICC DOC-Carlisle Barracks, Attention: Karen Kurzendoerfer, 314 Lovell Avenue, Carlisle Barracks, PA 17013; e-mail: karen.kurzendoerfer@conus.army.mil by 4:00 pm 30 July 2009. All information shall be furnished at no cost or obligation to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted. This synopsis is not a request for bid or proposal.
