- SYNOPSIS DESCRIPTION:The Veterans Integrated Service Network(VISN), VISN 19 intends to solicit sources to provide a ClinicalInformation System (CIS) located at five (5) VISN 19 VA Medical Center(VAMC) facilities located in the following cities: VAMC Denver, CO; VAMCGrand Junction, CO; George E. Wahlen VAMC Salt Lake City, UT; VAMCCheyenne, WY and VAMC Fort Harrison, MT. This acquisition shall beconducted through full and open competition and shall result in a singleaward of a firm-fixed price contract to the offeror whose proposal ismost advantageous to the Government, technical, price and other factorsconsidered. This acquisition is being synopsized under the NorthAmerican Industry Classification (NAICS) code 541511, Custom ComputerProgramming Services. The solicitation will be issued via the FedBizOppsat http://www.fedbizopps.gov/. Telephone requests will not be accepted.All interested parties must register on the FedBizOpps site in order toreceive notification or changes and/or new postings to the solicitation.There will be no further pre-announcement of when the solicitation willbe posted, however, the issuance date is anticipated on or around July31, 2009 with a closing date of August 28, 2009. All potential offerorsare reminded that in accordance with FAR 52.212-4(t) all contractors arerequired to be registered with the Central Contractor Registration (CCR)database in order to conduct business with the Federal government. Lackof registration in the CCR database will make an offeror ineligible foraward. The website is located at http://www.ccr.gov/. Each Offerormust have a regularly established firm in the business called for, whoare financially responsible, and able to show evidence of theirreliability, ability, experience, facilities and personnel directlyemployed by them to render prompt and satisfactory service. Contractorsthat can meet the requirements of the RFP are requested to take intoconsideration the complexity and extent of the services to be performedfor this VISN wide procurement. Contractor shall be responsible toprovide all services associated with the furnishing and installation ofthis system. Contractor shall provide the most efficient means of optimizingtraining, system maintenance, and data exchange within each facility inthe VISN. The Contractor will be required to acknowledge that he/sheunderstands the VISN has substantial interface requirements between thevendor's Clinical Information Systems (CIS) and the VHA hospitalinformation system (VISTA). This is a critical component of thisproject. Offerors must also be able to provide the defined requiredinterfaces for a complete turn-key project. The CIS Contractor will berequired to have a VistA testing environment, QA staff, and provideinstallation, training and support of the CIS / VistA interface. (DSS,FL, will provide the development environment, testing support, andspecifications required for the CIS/VistA interface. DSS ContactInformation: 561-227-0207). Further, the Contractor will be required toextract extensive clinical and administrative data from the CIS to beimported into an Analytics database, provided by Solution Analytics(Contact Info: 703-351-5090). The Contractor will be required toidentify the status of their CIS / VistA interface and Analytic exportCertifications, Licenses and Accreditations that are applicable to thetype of services being provided. Type of licenses required for theIntensive Care Unit (ICU) Clinical Information Systems (CIS) shallinclude an unlimited, non-exclusive, non-transferable perpetual licensefor each facility in the VISN. Notwithstanding, the new CIS systemshall allow for future expansion due to the anticipated and changingneeds within the VISN. The system shall allow for the addition offuture CIS systems such as the OR, other CCU's, or ARK, enabling them topass data to one another to create electronic perioperative-criticalcare documentation.
