- The Federal Bureau of Investigation intends to negotiate a one-time, sole source, fixed price contract with Audio Processing Technology, Ltd. 48 Summer Street, Ste. 1, Watertown, MA 02472, for the purchase of WorldCast Dual Meridian units, WorldCast Solo units, and WorldNet Duo units. The Government intends to negotiate with only one source under the authority of FAR 6.302. FBO Destination is the FBI Engineering Research Facility, Quantico, VA. Based on market research via the internet and other federal agencies of other commercially available CODEC transport technologies, it has been determined that the FBI's requirement for the WorldCast Meridian units, WorldCast Solo units and WorldNet Duo units can only be provided by Audio Processing Technology, Ltd. The APT-x process utilizes a sub-band, adaptive differential pulse code modulation technique with the addition of the unique APT-x algorithm to compress each 16 bit digital audio frame into 4 bits without any subjective loss of audio quality. In addition, Audio Processing Technology, Ltd. is the developer and copyright holder for the APT-x compression algorithm. Each WorldCast Meridian unit includes a dual port X.21 digital interface employing the Motorola DSP chip with the (Advanced APT-x) compression algorithm embedded. Additionally, the WorldCast Dual Meridian units are backwards compatible to the first generation APT-x codecs as utilized by the FBI, when the units are operated in the 7.5KHz (64Kb/sec.) mode. The FBI employs the requested codec units to replace obsolete, discontinued analog voice modems in connection with the operation of the FBI's 12-Kilo-bit land mobile radio system. Telephone requests will not be considered. A determination by the government not to compete this proposed contract based upon a response to this notice is solely within the discretion of the Government.
