Description
FISC Norfolk Contracting Department, Philadelphia Office intends to acquire programmatic support services on all matters pertaining to behavioral health operational stress control and suicide prevention policy development, implementation, administration, and program analysis for the continued development and implementation of the Navy-wide Operational Stress Control (OSC) Program. The required services will be procured on a sole source basis with Zeiders Enterprises, Inc., 3421 Commission Ct,Ste 101, Woodbridge, VA 22192. Under the resultant contract, the contractor shall: complete and submit a draft outline for an OPVNAV OSC Instruction based on the OSC Concept of Operations and USN/USMC/OSC doctrine; organize and chair OSC Assessment and Analysis Functional Element Workgroup teleconferences; organize and execute Focus groups in Fleet concentration areas; organize and chair OSC Strategic Communications and Marketing Functional Element Workgroup teleconferences; org! anize and host face-to-face workgroups; provide suicide prevention and OSC training; and facilitate OSC product development, i.e. newsletters, pocket cards, posters, instructions CDs/DVDs to create an adaptable program for the Navy to use into the future. The OSC programmatic services are required for a one (1) year base period commencing 30 September 2009 through 29 September 2010 and will include two, one-year options to extend the term of the resultant contract through 29 September 2012, if exercised. The resultant contract type will be Firm Fixed Price. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is NOT a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
