Description
Architect-Engineer (A-E) services are required for award of an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for multi-disciplined projects at March ARB, California. March ARB is seeking one or more qualified firms to provide professional services of an architectural and engineering nature associated with design and construction of real property. The anticipated work will include project design, studies, and proposal preparation that covers general facility and utility maintenance. This work encompasses the full range of Title I (Type A and B services), and Title II (Type C services), elements for repairs, renovations, alterations and upgrades for various projects throughout March ARB. The A-E shall perform all or part of the following Title I services (more specifically identified in Task Orders). This includes all labor, material, equipment, supplies, transportation and other appurtenances required to perform the work. Two types of services may be combined into one Task Order. For instance, a design contract may include topographic surveys and soil investigations. The various types of services are as follows: TITLE I: Services described in the following paragraphs will be required. TYPE "A" SERVICES: a. Subsurface Survey: This type of service includes investigating subsurface conditions by conducting soil borings and field and laboratory analysis. b. Topographic Survey: This type of service includes conducting field surveys to develop topographic maps of project sites. c. On-Site Investigation: This type of service includes on-site investigations to verify available data with existing conditions. d. Hazardous Materials Survey and Test: This type of service includes investigating, sampling, and analyzing existing surfaces and building materials for environmentally hazardous content, including but not limited to lead base paint (LBP) and asbestos (asbestos containing materials (ACM)). TYPE "B" SERVICES: This type of service includes the complete development of the engineering design documents to be used for the project. This includes preparation of drawings and specifications to be used as contract documents for the construction of the project and the preparation of cost estimates and design analysis for the work and materials involved. The Scope of Work in a project may also require submission of renderings and a Comprehensive Interior Design Package ( CID/SID) that meets Unified Facility Criteria -UFC 3-120-10. [Formerly stated: (Renderings shall be provided when required by the Scope of Work of a project.) TITLE II: Additional services described in the following paragraphs may be required. INSPECTION: A-E shall perform standard construction inspection services, to include but not limited to: a. Site visits to witness and document construction contractor and sub-contractors' construction activity, demolition (if applicable), progress, conditions, safety & industry practices, condition and use of materials, personnel and equipment, any and all common elements of construction industry practices. b. Filling out and maintaining AF Form 1477, Construction Inspection Record, with facts and data pertinent to the subject construction project. PRECONSTRUCTION CONFERENCES: When required by the Scope of Work of any Task Order, the A-E shall participate in the following pre-construction conferences: a. Pre-proposal site investigation b. Pre-construction conference with the construction contractor Design, consultant studies and construction inspection services will be performed in conjunction with all types of construction projects to include, but not limited to the following: new construction, renovation, and maintenance type projects. Projects may range from facilities, infrastructure, airfields, utility systems and area development. A-E services for architectural, civil, airfield pavements, structural, electrical, interiors, landscaping, mechanical, environmental, communications and fire protection may be required. Other professional services including comprehensive planning, corrosion prevention, cathodic protection, energy conservation, pollution prevention, waste reduction programming, the use of recovered materials, studies, surveying, testing, mapping reproduction, electronic document posting, geo-technical investigations and construction management/administration may also be required. The A-E will be required to prepare studies, conceptual designs, construction drawings, specifications and cost estimates. Using AutoCAD (latest version), the A-E shall electronically generate the end products in accordance with base and industry standards. The contractor may be called upon to provide services requiring the use of other disciplines on an as-needed basis. These services will be accomplished through task orders written under an IDIQ Contract as the need arises during the contract period. The contract will be for one basic period (year) with four option periods (years) for a total of five years. The maximum amount for any Task Order will not exceed $299,000 with a cumulative amount for all Task Orders in a five-year period not to exceed $15.0 Million. The NAICS codes for this acquisition are 541310 and 541330. This acquisition will be unrestricted, however one or more selections may be set aside for small business. Contract award is estimated to be 15 September 2009. Firms will be evaluated on the following criteria, listed in descending order of importance, regarding its firm and including its collaborative/consultant firms; (1) Specialized experience and technical competence in the multi-discipline capabilities in the areas of the professional disciplines identified above; (2) Professional qualifications necessary for satisfactory performance of required services and availability of key personnel to work on projects; (3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and other compliance with performance schedules. List previous contracts and include the name, address, telephone number, fax number, email address, and the point of contact representing the government or private industry for each contract; (4) Capacity to accomplish the work in the required time; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Experience in submission and samples of formerly submitted Comprehensive Interior Design Packages(CID/SID) that meet UFC 3-120-10. (7) Volume of work previously awarded by the Department of Defense(DoD) with the object of effecting an equitable distribution of DoD Architect-Engineer (A-E) contracts among qualified A-E firms including firms that have not had prior DoD contracts. A-E firms that meet the requirements described in this announcement are invited to submit two (2) copies of a completed Standard Form 330, Architect-Engineer Qualifications, (ref. FAR 36.603(b)), with a cover letter, not to exceed three (3) pages in length, summarizing their qualifications, experience and capabilities. An SF 330 is also required for each of the collaborative or subcontracting firms as an all inclusive package for evaluation purposes. Forms are available at www.gsa.gov (GSA Forms Library). The cover letter should also provide the name of a point of contact that can respond to questions about the response. Include a phone number, fax number and email address for the point of contact. Be sure to include information on awards and other recognition for designs or other work relevant to the requirements set out in this synopsis. Pietropaula. Other Instructions and information: The Government intends on evaluating firms who respond to this notice using the procedures set out in FAR 36.6, DFARS 236.6 and AFI 32-1023. These procedures include an initial evaluation board to identify firms that have a reasonable chance of being considered as most qualified followed by a second evaluation board to identify the top three rated firms. A request for proposal leading to a contract will be issued to and negotiated with one or more of the most qualified firms. The Government reserves the right to award more than one contract for A-E services to those who respond to this notice. This is not a request for proposal (RFP). All firms interested in this announcement must be registered with the Central Contractor Registration (CCR) and ORCA database, in order to receive a Federal contract award. Information on registration and annual confirmation requirements may be obtained by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. Register for ORCA at http://orca.bpn.gov/ Failure to register may render the Firm ineligible for award.
