- Under the statutory authority provided by 10 U.S.C. 2304(c)(1) and FAR subpart 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to issue sole source solicitation to Pacific Instruments Incorporated 4080 Pike Ln. Concord California. An Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated for the procurement of up to twenty five (25) sixteen (16) channel system enclosure (Model No. 5810), one hundred fifty (150) three (3) channel digital ruggedized Ethernet data recorder enclosure, (Model No. 5871) with 110 VAC power supply (Model 5891), one hundred (100) 2 MS/s, 14-bit, 2Mbyte memory transducer recorder channel module (Model No. 5842), five hundred (500) 200 KS/s, 24-bit, 1Mbyte memory transducer recorder channel module (Model No. 5843) and fifteen (15) Command Encoder, Optic, 12 VDC (Model No. 5883)with 110 VAC Power Supply (Model 5891). Two additional CLINs shall be included for the repair services of the recorders and technology upgrades to the recorders. The proposed contract period of performance is five (5) years. The proposed acquisition will be awarded in accordance with FAR 13.5 - Test Program for the Acquisition of Certain Commercial Items. Pacific Instruments is the only company which can provide the Three Channel Digital Recording Modules compatible with the equipment currently being used by NSWCCD and the recording modules software is proprietary to Pacific Instruments. The new recorders to be purchased must be compatible with existing equipment currently being used by the Survivability and Weapons Effects Department, Dynamic Measurements Branch (Code 663). To facilitate data processing and the derivation of transfer functions, it is necessary for the electrical characteristics to be identical for all channels in a particular test. Also, to provide an automated error free measurement system the software programming commands and data structures must be identical for all channels of the system. The recorder setup software use to configure the recorders is proprietary to Pacific Instruments. Because of project commitments, the department is in the process of extending the recording capability of our Pacific Instruments data acquisition systems currently used to obtain data during the shock testing of operating combatant ships, submarines and test vehicles. The department has developed its entire data acquisition system around these data recorders. The installation and mounting hardware is designed to interface with these recorders. It would not be cost effective to the Government to dispose of the current system and change to a new unproven system. The cost to redesign the infrastructure required to install, control and operate a new unproven system would exceed $3,000,000.
