- Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, on behalf of the Bureau of Economic Analysis (BEA), The U.S. Census Bureau intends to contract with NPD Group Inc., on a sole source basis to provide scanner data. BEA provides many economic measurements as part of the National Income and Product Accounts (NIPAs). The NIPAs are used for a variety of purposes in setting national economic policy and in forecasting and interpreting macroeconomic activity. They include gross domestic product (GDP), which is considered the most useful summary measure of the nation’s production. BEA, as one of the world’s leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. BEA collects source data for specific sectors of the economy. This requirement is to obtain scanner data for consumer information technology (IT) goods. Specifically, personal computers (PCs), which include desktop and notebook computers. The Bureau of Economic Analysis will use these data to construct a price deflators. Specifically, high-frequency data, preferably monthly data for purchases made by consumers in the US over the period October 2004 to March 2009. The data must provide both the dollar value of sales and the transaction price for each transaction. The data must provide a broad coverage of data on personal computers (PCs): (NPD’s Category “Total PCs” which include the subcategories: Desktop and Notebook Computers); attributes for all goods covered in the data set. The contractor will provide scanner data at the transaction level for consumer purchases of these products for the period October 2004 to March 2009. The data will contain approximately 1000 observations per month and will contain 54 months of data. In addition, the contractor will provide monthly updates to these data. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet BEA's needs. Detailed capabilities must be submitted to Pamela Miller at Pamela.a.miller@census.gov, no later than 3:00 pm on August 7, 2009. Telephone calls will not be honored. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, a contract will be issued to NPD Group, Inc., without further notice
