Description
The Naval Sea Systems Command plans to issue a competitive Request for Proposal (RFP) for the production of MK 48 Torpedo Upgrade Kits. A DRAFT RFP (N00024-09-R-6214) and related attachments will be issued electronically on or before 31 August 2009. It is the Government's intent to solicit Industry comments/questions regarding the Draft RFP prior to the release of the final RFP. Vendors wishing an electronic copy of the Draft RFP may download it directly to their workstation on or after the issue date by accessing the following address via the internet site or URL: http://www.neco.navy.mil. No paper copies of the Draft RFP will be issued. Contractors are required to be registered in the Central Contractor Registration (CCR) prior to contract award. Once the Draft RFP and technical data, provided as GFI, become available this synopsis will be amended to include instructions for requesting the technical data and to solicit comments/questions regarding the Draft RFP. This solicitation contemplates a Fixed-Price Incentive type contract to also include Cost-Plus Fixed Fee CLINs, consisting of a base year plus four priced and evaluated option years. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidder's mailing list. The Government will consider all comments received. The Government does not commit to providing a response to any comment or questions. All such questions should be received in writing, via email, within 14 working days after release of the draft RFP to allow the Navy adequate time to assess industry comments. Any subsequent revision to the RFP based on comments received remains solely at the Government's discretion. Establishment of a Virtual Reading Library and the issuance of the RFP do not restrict the Government as to its ultimate acquisition strategy. This information is subject to modification and in no way binds the Government to award a contract. Access to the unclassified information involved in this RFP does not imply that foreign contractors can fully participate in this procurement. If your company chooses to bid as a prime contractor, please email Ms. Stacy McQuage (cc Renee Brooks) immediately. No further information can be released until a favorable foreign disclosure decision is processed. If your company decides to team with a U.S. prime, the U.S. prime must comply with the Department of State 22CFR Parts 120-130 and submit a request for an export license.
