Attachment D (CAPITAL OR OPERATING LEASE LONG TERM FINANCING ) Attachment C (Pricing GEL) Solicitation (includes Attachment A (SOW) & Attachment B (Instructions to Offerors) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, TIRNO-09-R-00041, is issued as a Request for Proposal (RFP). The Government intends to award one Firm Fixed Price Contract for the Contract Line Item Numbers (CLINs) listed. Provisions and clauses in effect through FAC 2005-35 are incorporated into this RFP. This procurement is a set-aside for Service–Disabled Veteran Owned Small Business (SDVOSB). The associated North American Industry Classification System (NAICS) code is 423430. The small business size standard is 100 Employees. The IRS is seeking proposals for the following brand name requirement. The primary purpose of this request is to lease EMC storage arrays; the IRS requires refresh of Tier 2 storage arrays totaling approximately 2PB of raw storage at three Computing Centers located in Martinsburg (Kearneysville), WV (ECC-MTB), Memphis, TN (ECC-MEM), and Detroit, MI (ECC-DET). This will require that the data on existing storage arrays will need to be migrated to new storage arrays, disaster recovery/business resumption will need to be configured on new storage arrays, new storage arrays will need to be integrated into the IRS data replication network, and personnel will need to be trained on the new storage arrays and associated infrastructure. This refresh will include replacement of SAN Storage Arrays and Core Directors, integration of NAS Gateway products and replacement and upgrade of EMC Control Center Infrastructure servers in all three Computing Centers. A significant amount of professional services will be required to assist with project management, design and deployment of equipment, migration of existing data and upgrades of existing SAN management tools. See the attached SF1449 and attachments for specific equipment, software, tasks, and maintenance services as well as proposal preparation instructions. Technical proposals must not exceed fifteen (15) pages in length. Proposals must address the technical requirements for all three (3) sites and provide price proposals in accordance with the attached Government Equipment List (GEL) instructions and Statement of Work. To be considered responsive and technically acceptable the vendors must submit a proposal that addresses the following: 1. Technical Approach • Demonstrates an understanding of and agreement to the SOW and Terms and Conditions in Attachment A of the RFP •Understands the performance requirements and outlines an effective, efficient, achievable approach for accomplishing the work to be performed by this purchase order within the timeline specified by each performance period or documented in a deliverable schedule. •Provides adequate evidence of partnership or subcontracting agreements (i.e. proof of reseller agreements) that substantiates a partnership with EMC. 2. Key Personnel •To be acceptable the contractor must be a certified reseller of EMC ® equipment and receive the software/hardware/maintenance directly from the manufacturer so as not to void manufacturer warranties. •For the services portion of the work, the vendor or their teaming partners or subcontractors must also be certified and authorized by EMC and possess the skill requirements and certifications described in Section C.1.C of the Statement of Work. 3. Past Performance •Offerors must demonstrate high quality past performance with no adverse past performance information. •In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. (See FAR 15.305 (a)(2)(iv)) 4. Price •Completed Price Spreadsheets •Evidence of EMC Published Commercial Price List •Discounts against Commercial Prices Failure to address the above list may render your proposal unacceptable. The period of performance: 12 months from date of award and two (2) 12-month option period and four (4) 6-month option periods. Note: Presently there is no funding for this requirement; also there will be no reimbursement for preparation and proposal cost in the event that the Government cancel this solicitation. The following Federal Acquisition Regulation (FAR) provisions and clauses in effect through FAC 2005-35 are applicable to this procurement: FAR 52.212-1, Instructions to offerors - Commercial, and FAR 212-2, Evaluation - Commercial Items, apply to this acquisition. Offerors shall include a fully executed copy of FAR provisions at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. FAR Clauses 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order - Commercial Items applies to this acquisition. Per 12.603(b) the SF 1449 is used. FAR clause 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans and 52.232-33, Payment of Electronic Funds Transfer – Central Contractor Registration. Contractor must be registered in Central Contractor Registration (CCR) prior to award. If not already registered in CCR, go to WWW.CCR.GOV to register prior to submitting quote. All responsible SDVOSB sources that can provide the above requirements and deliver all of the products and support to each center shall submit written quotations no later than 15 days from the posted date of this announcement.
