Description
The Internal Revenue Service is seeking a source to convert 100 hours of existing, video that is archived and needs to be transcribed and set up for captioning. The IRS shall provide DVD’s containing all of the 100 hours in a.wma in audio files for the segments making up each program. This requirement will be for a total of 200 hours of captioning services. 100 hours for captioning exisitng materials, and 100 hours for upcoming materials to be submitted on an as needed basis. Each program regardless of length, are broken into 15-20 minute segments, thus, a one hour program would be 3-4.wma files. Vendor shall provide on DVD, separate.smi files for each submitted.wma segment. Transcript shall not be divided into segments, but be completed by program, (i.e. a hour program, consisting of 3-4.wma files would ideally generate a single transcript for that 1-hour program). In addition there is anticipated to be an additional 100 hours of programming between contract award and expiration. These jobs, typically 1-2 hour programs, would be submitted on an ongoing, piece work basis, to be completed by the vendor as received. Preferred turnaround time of three (3) business days between submissions and receiving the captioning files from the perspective vendor. The IRS will electronically provide.wma audio files for the segments making up each program (regardless of length, are broken in 15-20 minute segments, thus, a one (1) hour program would be 3-4.wma files). The vendor shall electronically provide: 1) Separate.smi files for each submitted.wma segment; 2).txt or other format text transcript for each program, must be a complete program(i.e., a 1 hour program, consisting of 3-4.wma files would ideally generate a single transcript for that 1 hour program). Request that work billed by content hour on a pro rated basis down to 5 minute increments. The NAICS code for this requirement is: 512191. This contract shall be for one year in length, to run twelve consecutive months from date of award. The final contract shall be firm fixed price. All responsible sources who can provide the above service shall request a copy of the solicitation. Quotes over 10 pages in total will NOT be accepted by facsimile. All questions must be submitted in writing and received by facsimile at (202) 283-1365. Al sources considered must be actively registered in Central Contractor Registration (CCR) prior to award of this contract.
