Description
COMBINED SYNOPSIS/SOLICITATION Scientific Support Services (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMA0000-9-17825. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular- Includes Amendments from FAC 2005-33, FAC 2005-34, and FAC 2005-35, effective on July 15, 2009. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 813920. The small business size standard is $6.5. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 00001: Develop of a one-day workshop that will focus on how to communicating science to the public for 60-80 research Scientist. (VI) Description of requirements is as follows: CLIN 00001: Develop of a one-day workshop that will focus on how to communicating science to the public for 60-80 research Scientist. The contractor shall provide the identified services in support of a one-day Communicating Science workshop for 60 – 80 research scientists and engineers. Requirements: The contractor shall develop content and materials for the workshop with input from, and in collaboration with NOAA/OAR. The contractor shall finalize the program in an editorially independent fashion to emphasize broad goals related to communicating science, taking care to avoid any appearance of specific institutional promotion. The workshop curriculum shall include: • What does it mean to communicate science to public audiences and why is it important? • Who is “the general public”? • Developing key messages for public audiences • Identifying opportunities for engaging the media and public • Giving public presentations • Practice with research messages for selected attendees • Practice on camera for selected attendees • Working with your communications office The contractor shall complete pre-registration of the workshop. The contractor shall provide experienced speakers and printed materials for the workshop, and shall include travel costs within the quoted price. Evaluation of workshop will be completed via participant evaluations. The contractor will provide references for past performance of communicating science workshops for research scientists and engineers, and technical ability. Location/Facility: NOAA Geophysical Fluid Dynamics Laboratory, Princeton, NJ Government-Furnished Property, Material, Equipment, or Information: NOAA will provide staff to support contractor’s development of workshop content, and will advertise the training to employees as needed. NOAA/OAR will provide the training space and necessary audiovisual equipment. Period of Performance: The workshop will be scheduled between: August 13 – October 31, 2009. Background: Effective scientist-communicators who foster information-sharing and respect between science and the public are essential for true public communication of and engagement with science. However, we currently have too few effective emissaries for science. Communication is typically an acquired, not innate skill, NOAA’s Office of Oceanic and Atmospheric Research (OAR) maintains that scientists should be provided quality resources to help develop their public communication and outreach skills. Further, scientists increasingly are required by NOAA/OAR to extend beyond the scientific community and communicate their research directly to the greater public, including the media and policy makers, but traditional scientific training typically does not prepare scientists to be effective public communicators. (VII) Date(s) and place(s) of delivery and acceptance: NOAA Geophysical Fluid Dynamics Laboratory, Princeton, NJ. Period of performance: The workshop will be scheduled sometime between August 13 – October 31, 2009. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide descriptive literature, capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), past performance references. (IX) FAR 52.212-2, Evaluation – Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: Award will be based on experience, past performance, and price, The Government will evaluate quotations based on the following evaluation criteria: 1) Experience – please provide summaries of evaluation of past workshop for research scientists and engineers. 2) Past Performance - the RFQ shall include no fewer than two (2) references, including address, phone number, and point of contact. Past performance will be evaluated in terms of timeliness, attendance, and general professionalism. 3) Price Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (July 2009) with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items (March 2009), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (June 2009) applies to this acquisition.
