- The work will consist primarily of two tasks: 1. Numerical modeling of barges in open and restricted water using a computational fluid dynamics (CFD) code. 2. Physical model testing of a barge using a dedicated laboratory facility to supplement the results from the CFD models. Both tasks will be developed for a barge subjected to a hurricane environment. The contract shall anticipate the development, execution and calibration of two different CFD models and the construction and laboratory testing of two wall configurations including the instrumentation for the motion of the barge. This work is on a critical path and schedule and must be completed by the contractor within 3 months of Notice to Proceed (NTP).. The estimated cost of this procurement is between $25,000 and $100,000. This solicitation will be available on or about 10 August 2009 and will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov) which links to the FedTeds website (see below). Prospective contractors are required to self register their firm on the Internet to receive this solicitation. Registration instructions are available on the internet at https://www.fedteds.gov. Amendments, if any, will be available at this Internet site. Neither telephonic, mailed nor faxed requests will be accepted. Registrants are responsible for the accuracy of the information on the registration list. This procurement is set aside for small business. The applicable NAICS code is 541330 with a Small Business Size Standard of $4,500,000. All responsible sources may submit a quotation which will be considered by the New England District.
