Description
The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is seeking to identify sources capable of conducting a study to determine possible causes ofpremature failure in concrete ties along Amtrak's Northeast Corridor (NEC). In the last several years, Amtrak's inspections have detected an unexpectedly high number of concrete ties on the NEC which either have failed or are showing initial signs of failure or distress, long before reaching their design service life. Indications are that nearly all of these were part of a large installation of 1.3 million ties done in the 1990's. With major concrete tie installations on the NEC dating from the late 1970's, these failing ties are neither the oldest nor the newest on the NEC. This study, which is being conducted as part of the Volpe Center's support to the Federal Railroad Administration's (FRA) oversight of Amtrak's operations, is aimed at identifying any manufacturing, design, or maintenance practices, or other specifications which might warrant change to help insure that all concrete ties installed on the NEC in the future will serve for their expected design life. This study will supplement Amtrak's own investigations and is intended to provide an independent evaluation of Amtrak's findings. Interested sources must submit a capabilities package demonstrating their past and current experience with work of this nature. Information provided should be detailed in the area(s) above so the Government can assess the ability of your company to provide the described services. All Offeror capability information shall include: Contract number; Customer (DOD agency, other Government agency, private industry); for government contracts the Contracting Officer's Technical Representative (COTR) name, telephone and fax numbers, otherwise for private industry contracts point of contact (POC); contract value and type of contract; period of performance; and description of product/services. All of the information sought should be conveyed in no more than eight (8) pages. Font size should be between 11-12 with page size set at 8 X 11, doubled spaced in either MSWord (2007 or earlier version) or PDF. Each response must reference the sources sought title. The NAICS Code for this acquisition is 541330 and the small business size standard is $4.5 million. In accordance with the NAICS provided, all Offerors must state whether they are a large or small business. Offerors are requested to provide their DUNS and CCR numbers. Interested parties must respond to this announcement electronically (via email) within 15 days of publication. Mailed, telephonic, and faxed requests will not be honored.
