Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute on Aging (NIA) intends to negotiate on a sole source basis with the Manneheim Research Institute for the Economics of Aging, Department of Economics, University of Mannheim, Mannheim, Germany for enhancement of data comparability and cross-national comparisons of health and economic well-being of older adults, NIA is providing support to an ongoing data collection effort being coordinated by Mannheim University. Data comparability will be enhanced by aligning interviewer training, adapting recruitment techniques, and by the introduction of objective "performance-based" measures currently included in other US and international population based surveys of the elderly. To enhance the value of existing surveys, and to encourage the introduction of these measures in other international surveys, NIA is supporting the adoption of these techniques by the Survey of Health, Ageing and Retirement in Europe (SHARE) and the wide release and use of these harmonized data. These harmonization measures will permit cross-national comparisons, enabling researchers to ask questions about the relative health and economic well-being of older Americans in the global context, providing insights on the impact of health care systems and utilization, social cohesion and family structure and begin to address differences in life expectancy. SHARE is designed after the US Health and Retirement Study (HRS) and the English Longitudinal Study of Aging (ELSA), and this support is intended to enhance harmonization within these datasets and enhance the comparability of these measures to those in other US datasets, as well as other datasets being collected both in the US and cross-nationally, such as the National Health and Nutrition Examination Survey (NHANES III), the Established Population for Epidemiological Studies of the Elderly (EPESE), and Longitudinal Aging Study of Amsterdam (LASA.) SHARE is an incredibly powerful and useful dataset; it is a multidisciplinary and cross-national panel database of micro data on health, socio-economic status and social and family networks of more than 40,000 individuals aged 50 or over, representing 16 countries. Much of the ongoing research and policy development surrounding the elderly in Europe utilizes these data that have been collected and tabulated by these survey teams; no comparable dataset exists, and certainly not one which includes the same depth of information on retirement, economic behavior and savings, as well as health utilization and outcomes. NIA wishes to harmonize this survey, with its longitudinal dataset, nationally representative sample of 16 nations, with other international datasets of similar quality and depth, and only Mannheim University and the SHARE survey team, lead by survey coordinator Axel Boersch-Supan, have access to the survey infrastructure and the existing data and possess the capacity to integrate these new items and practices into future waves of this survey. The anticipated period of performance is for a base period of 12 months with the options of up to four one-year option periods. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
