- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition intends to negotiate on a sole source basis with the Inter-University Consortium for Political and Social Research, University of Michigan, Institute for Social Research, Ann Arbor, Michigan, for the establishment of a repository of drug abuse and HIV research data primarily including social science and behavioral data including 1) "marketing" the concept to drug abuse social science researchers, 2) providing technical assistance and financial support to investigators in preparing their data for archiving, 3) informing the field on what datasets are available for secondary analysis and displaying the utility of this approach for addressing new research questions, 4) providing technical assistance to users of the data sets including organized trainings when a critical mass of interested parties has accumulated, and 5) providing support to principal investigators with high priority NIDA data (i.e., Longitudinal, HIV/AIDS, health disparities, and comorbities.) The NIDA has funded many datasets in the social and behavioral sciences and is now pursuing archiving these datasets and making them available to other researchers in the field. ICPSR is readily available to provide the services of data archiving, technical assistance to investigators preparing their data for archiving, technical assistance to investigators accessing and analyzing archived datasets, and training in secondary data use. Having been in existence since 1962, ICPSR is the recognized leader in the field of data archiving, data dissemination and documentation, advanced research training and related activities. ICPSR is considered the largest archive of digital social science data in the world. Many factors contribute to their position in the field, including physical capabilities, staff on the cutting edge in both technology and the science of data sharing. ICPSR employs a full time staff who are experts in process improvement and have analyzed existing processes using this knowledge to develop new ones leading to increased productivity. Their automated processes for creating codebooks and datasets in multiple formats significantly improves efficiencies for archiving. Their automated cataloging and data release procedures reduce the number of steps staff must perform when making data available for public release. These procedures, called the ‘ICPSR Data Pipeline' take the data that is received and prepare it for access and preservation. During this process, ICPSR also evaluates the data quality, creates new metadata (descriptive, administrative, etc.) and enhances the overall data product with methodological techniques. In addition, ICPSR has developed automated processes for creating codebooks that have been used in archiving other NIH data. These processes can be used for drug abuse data and NIDA will not have to incur the expense of developing these processes. The fact that these procedures are already established within this organization will result in shorter start time for this project and cost savings and ensure the usability of the data products. The anticipated period of performance is for a base period of 12 months with the options of up to four one-year option periods. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
