- THIS IS A SOLE / SINGLE SOURCE, NON-COMPETITIVE NOTICE. This notice of intent is not a request for competitive proposals. This sole / single source, non-competitive notice is prepared in accordance FAR Parts 5 and 13. This notice of intent is not a request for competitive proposals. FAR Part 6 – Competition Requirements, is not applicable to contracts awarded using the simplified acquisition procedures of FAR Part 13, not expected to exceed the simplified acquisition threshold. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-34. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The proposed period of performance for this requirement is August 1, 2009 – September 30, 2010. The intended procurement will be classified under North American Industry Classification System code 541690, with size standard of $7.0 Million. Market Research conducted by the Government in accordance with the Federal Acquisition Regulations (FAR) Part 10, Market Research, has determined that the sole / single source reference, is currently the only company that can provide the services / items specified herein. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a sole source noncompetitive basis to University of Wisconsin Survey Center (UWSC), University of Wisconsin – Madison, 1800 University Avenue, Madison, Wisconsin 53726, to conduct a web-based national survey of primary care physicians using the 72-item Health Professionals – Genetics Education Needs Evaluation (HP-GENE). Background Information: The Physicians’ Understanding of Human Genetic Variation (PUHGV) Project proposes to conduct a national survey of primary care physicians using the 72-item Health Professionals – Genetics Education Needs Evaluation “HP-GENE” survey instrument which includes the Human Genetic Variation & Beliefs (HGVB) scale which is designed to measure: (1) knowledge of human genetic variation; (2) belief about biologic and genetic differences based upon the patient’s race and ethnicity; and (3) use of race and ethnicity in the clinical decision-making process. Investigators will randomly select 700 general internists who practice medicine in various parts of the country to participate in the study. Purpose and Objective: The purpose of this contract is to solicit survey management services for the Physicians’ Understanding of Human Genetic Variation project. Under this task order, the contractor shall conduct a web-based national survey of general internists using the HP-GENE Survey. Contractor Requirements: The contractor shall: •Become familiar with all aspects of the PUHGV Project that has been completed to date. •Revise the existing survey instrument and program and debug the web survey. •Generate the random sample of general internists (excluding general internists that were contacted and those that participated in the pilot study). •Purchase AMA master file from vendor based on demographic characteristics provided by client. •Oversee communication with up to 700 general internists using the AMA master file. •Conduct a telephone pre-screening of all selected physicians to confirm the accuracy of his/her contact information and to ensure eligibility for the study. •Oversee the mailing of one U. S Priority Mail and two U.S. postal letters and up to four electronic mail reminders to all selected physicians. Provide all merging, printing, postage and stuffing. •Provide and administer pre-incentive check to all selected physicians. •Make reminder telephone calls to non-respondents after the last solicitation. •Administer the web-based HP-GENE survey. •Create and administer a paper version of the HP-GENE survey for physicians who do not respond to the web-based survey (third mailing) with contractor’s input. •Track who completes the survey and which business and email addresses are invalid for subsequent contacts. •Draft and review recruiting materials. •Track and report the completion status of participants’ surveys. •Provide cleaned data into SAS, SPSS, and STATA data files to the investigator. The data should include demographic data on all physicians who were invited to participate in the survey, completers and non-completers, in addition to the survey responses. •Compile data into data file with variable labels and value labels. •Deliver data and documentation. •Store backup data in UWSC secure data files. •Assist investigators in obtaining NHGRI IRB, University of Wisconsin IRB and NIH OMB approval. Government Responsibilities: The government is responsible for providing clear research aims, goals, and objectives for Phase III of the PUHGV project to the contractor to assist in the completion of the requested work. Also, provide final revision to survey instrument and meet on a biweekly basis with the contractor to address any outstanding issues with the HP GENE survey administration. Reporting Requirements and Deliverables: The contractor shall report to the Project Investigator (PI) on the progress of the work on a biweekly basis. The deliverable from the contractor is to provide a cleaned dataset and documentation in SAS, SPSS and STATA data files at the conclusion of the study, codebook with percentages and absolute number frequency distributions of every coded variable, provide verbatim responses to all open-ended survey questions and provide response rate report and documentation of survey procedures. Program Management and Control Requirements: The contractor shall work independently with no direct supervision by any government employee. The Social and Behavioral Research Branch staff will provide guidance in terms of the technical needs and requirements of the project. Inspection and Acceptance Criteria: The contractor shall communicate with the research staff at the NHGRI to ensure the survey management is consistent with the project needs. The PI will ensure the worked conducted by UWSC is acceptable. The sole source determination is based upon fact that UWSC serves the survey research needs of a wide variety of clients including faculty, staff, and administration at the University of Wisconsin; faculty and staff at other universities; federal, state and local governmental agencies and not-for-profit organizations. A department in the College of Letter and Science on the University of Wisconsin-Madison campus, the Survey Center is provides the complete range of survey research capabilities and assist researchers by providing the highest quality survey research. The extensive experience of UWSC gives them a natural position to conduct this series of surveys. In addition, the University of Wisconsin Survey Center (UWSC) has an ongoing research collaboration with the Bonham Lab for NHGRI and protocols have been established for these projects. Therefore, an award to any other source is not feasible or practical. The contract will be awarded using the simplified acquisition procedures of FAR Part 13 - Simplified Acquisition Procedures, therefore the requirements of FAR Part 6 - Competitive Requirements are not applicable (FAR Part 6.001). Interested parties may identify their interest and capability to respond to the requirement or submit a response. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
