- NASA/NSSC has a requirement for a course entitled ITIL Essentials for SecurityManagement. The objective of the training is to provide a foundational education intothe Information Technology Infrastructure Library processes and their incorporation intothe IT environment. This training will provide learners with a comprehensive knowledgeof ITIL concepts, policies and process for managing information technologyinfrastructure. The vendor shall be responsible for providing deliverables to include,but not limited to, design, develop and deliver instructional/experiential training;instructional materials, which will include participant materials and could also includeviewgraphs, videotapes, materials and supplies; and prepare and print participantmaterials for all students which are reinforcement of points covered in the varioussegments of the course and will serve as a reference on covered topics in the varioussegments of the course for participants to use upon return to their worksites.A resumeof the instructor(s) clearly identifying relevant experience and if more than oneinstructor, which instructor would cover which portions of the course.The vendor shallconduct an intensive 2-day training for 20 people to gain the skills needed to meet theIT requirements of the Agency and Center. Training shall be held at or near to NASAsLangley Research Center November 16-17, 2009. NASA/NSSC intends to purchase the training course from the SANS Institute, 8120 WoodmontAve, Suite 205, Bethesda, MD 20814-2784. Pursuant to FAR 13.106, the acquisition ofthese services has been determined to be reasonably available from only one source. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 11, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.Capabilities and qualifications should be submitted to Megan Willis atMegan.M.Willis@nasa.gov.An Ombudsman has been appointed.
