- RECOVERY--The Alabama Air National Guard located at Birmingham IAP, Birmingham, Alabama and the USPFO for Alabama intends to issue an Invitation for Bids (IFB) to award a single, firm fixed-price contract for construction services, non-personal to provide for all labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the construction of the Mobility Processing Center in accordance with plans and specifications. A new 8000 s.f. building consists of a Main Floor area; Mezzanine area; a Construction and Staging Bay area; a Deployment Control Center; a Processing Hall, and two (2) Passenger Holding rooms (each room will have provisions for a raised stage/platform area, computers, televisions, projectors, and marker boards); base standard brick on the exterior; standing seam metal roof will match the base standard Colonial Red color. The building entrance design specifies glass block clerestory windows. Site work involves the demolition of existing asphalt, concrete pavements, concrete curb and gutter, as well as trees and plant materials. Site construction associated with the new building construction will address the milling of existing asphalt (in place) for re-use as base material for new bituminous pavement; concrete pavement (limited to the Construction/Staging Bay ramp); concrete curb and gutter; site utility coordination with existing base utilities and installation of new utilities such as base communications, fire alarm system, gas, water, underground electrical, sanitary sewer, and storm sewer to serve the new building; landscaping will consist of topsoil placement in disturbed areas, grass seed, and white river rock placed over a plastic membrane (to retard weed growth) around the perimeter of the building. Magnitude of the project is between $1,000,000.00 and $5,000,000.00. Failure to submit a bid on all items shall result in rejection of the bid. Construction/contract completion time is anticipated to take approximately 365 days from notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236210. The size standard is $33.5 million. This action is being procured on a TOTAL HUBZone SMALL BUSINESS SET-ASIDE basis in accordance with the FAR 19.1305(b). All responsible HUBZone small business firms may submit a bid. The tentative date for issuing the solicitation is on-or-about August 11, 2009. The tentative date for the pre-bid conference is on-or-about August 19, 2009, 1:00 p.m. local time at the Birmingham ANG Base Civil Engineering Office with site inspection to follow. All interested contractors are encouraged to attend and should be aware of the requirements for admission to the base. The solicitation is scheduled to close on-or-about September 10, 2009. Actual dates and times will be identified in the solicitation. The solicitation and associated information (minus the plans and specifications) will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the FedBizOpps website on-line at http://fedbizopps.cos.com. No telephone requests will be accepted. Interested bidders as well as plans rooms must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested bidders are also required to submit their representations and certifications on-line at http://orca.bpn.gov.
