Description
SOLICITATION DOCUMENTS PROCUREMENT IS 100% SET-ASIDE FOR HISTORICALLY UNDERUTILIZED SMALL BUSINESS (HUBZone) FIRMS. NAICS Code: 236220, Size Standard 33.5 million. The Government intends to secure services, labor, and material for construction, maintenance, and alterations at various buildings and structures at the Federal Law Enforcement Training Center, Artesia, NM, through the issuance of individual delivery orders under an Indefinite-Delivery Indefinite-Quantity contract. The Contractor shall furnish, for the basic contract and each individual delivery order issued thereunder, all labor, transportation, materials, equipment, supervision, and quality control, necessary to perform the required construction, maintenance, and alterations. The contract duration will be a base period of 12-months from date of award with four (4), 12-month option periods to be exercised at Government discretion. The contract will have a guaranteed minimum of $100,000.00 with a maximum estimated value of Not-To-Exceed $15,000,000.00 for the life of the contract. The estimated execution per year for planning purposes is approximately $3,000,000.00 per year. This is for planning purposes only and is not guaranteed. Delivery orders will range from $2,000.00 to $500,000.00, and may involve a variety of trades, including carpentry, road repair, roofing, excavation, interior, and exterior electrical, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The procurement will be solicited using the Tradeoff source selection methodology as outlined in FAR Part 15, resulting in the Best Value to the Government. Offerors will be evaluated as outlined in the solicitation. Individual delivery order prices will be based on pre-established prices for materials in place contained in the R.S. Means Facility Construction Cost Data book, using the sum total of the bare costs for labor, material and equipment adjusted by the Roswell, NM City Cost Index. The City Cost Index shall be adjusted quarterly according to the published R. S. Means City Cost Index Quarterly Adjustment. The Contractors coefficient shall be applied to the total of the adjusted bare costs. The contractor remains responsible for checking the website regularly for the solicitation and subsequent amendments. A pre-proposal site visit is scheduled as outlined in the solicitation.
