Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number EA133F-09-RQ-0919 is issued as a Request for Quote (RFQ) pursuant to FAR subpart 13.5, Test Program for Certain Commercial Items. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-35 (iv) The associated North American Industrial Classification System (NAICS) code for this procurement is 423740 with a small business size standard of 100 employees. This requirement is 100% set aside for Small Business. (v) The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) has a requirement for the following items: 1. Rental of one (1) 45' combination freezer/chiller trailer. General measurement specifications should be no less than approximately 12'6" for external height and approximately 8' for internal height (working space) by 12'6" external width and 45' external length. The unit shall consist of, at a minimum, an 8' high x 20' long freezer unit. The freezer shall have a compressor with the capacity to regulate temperature from 80 degrees F to -20 degrees F. The chiller unit should be at a minimum 8' high x 25' long and should include a compressor with the capacity to chill to -20 degrees F temperature. Also, a digital temperature control setting for both the chiller and freezer shall be accessible inside the unit. The chiller shall have an entry door from the freezer compartment and from the outside and both doors shall be at least 3' wide. The chiller shall have a thermometer inside to monitor the temperature of the freezer. The unit shall have a thermometer outside for monitoring the internal temperature. The unit shall also include an installed alarm system that alerts individuals via cellular phone, when the chiller or freezer is above a certain temperature or there is a power failure via a Skymetry system and website. This twenty-four hour alarm monitoring costs shall be included in rental price. Drainage in both the chiller and freezer is also necessary and shall be included in the unit. Proper bracing of the units is critical to ensure trailers remain level. A safe and appropriate for use stairway system shall also be provided. Adequate lighting shall be available in the chiller space to conduct scientific sampling procedures and lighting shall be included in the freezer for safety purposes. A push lever release, to open the chiller door from the inside, shall also be included (for safety purposes to eliminate lock-ins). 2. Rental of one (1) 20' freezer trailer. This unit shall be at a minimum of 20' in length, and 12'6" in height and shall have a compressor with the capacity to regulate temperature from 80oF to -20oF. The unit shall have a thermometer outside for monitoring the internal temperature. A digital temperature control setting for the freezer shall be accessible inside the unit. Delivery and set-up, including stairway system, of Item 0001 at the NEFSC, 25 Bernard E. Saint Jean Dr., East Falmouth, MA. 4. Delivery and set-up, including stairway system, of Item 0002 at the NEFSC, 25 Bernard E. Saint Jean Dr., East Falmouth, MA. All qualified contractors shall provide a firm fixed price for the following items based on a 12 month base period of performance (lease period) (monthly billing) and four 1-year option periods: BASE PERIOD (9/1/09 - 8/31/10) 0001 - Lease of 1 45' freezer/chiller combination trailer 0002 - Installation and set up of Item 0001 0003 - Lease of 1 20' freezer trailer 0004 - Installation and set-up of Item 0003 OPTION PERIOD 1 (9/1/10 - 8/31/11) 0005 - Lease of 1 45' freezer/chiller combination trailer 0006 - Lease of 1 20' freezer trailer OPTION PERIOD 2 (9/1/11 - 8/31/12) 0007 - Lease of 1 45' freezer/chiller combination trailer 0008 - Lease of 1 20' freezer trailer OPTION PERIOD 3 (9/1/12 - 8/31/13) 0009 - Lease of 1 45' freezer/chiller combination trailer 0010 - Lease of 1 20' freezer trailer OPTION PERIOD 4 (9/1/13 - 8/31/14) 0011 - Lease of 1 45' freezer/chiller combination trailer 0012 - Lease of 1 20' freezer trailer (vi) The contract shall be effective on September 1, 2009 or date of award, whichever is later, and shall have a base period from date of award through 12 months thereafter. The contract will include option provisions for four additional one-year option periods. (vii) FAR 52.212-1, Instructions to Offerors -- Commercial Items (April 2008), applies to this acquisition. Paragraph (f), Late submissions, modification, revisions and withdrawals of offers is deleted in its entirety. Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items (Jun 2008) The contractor shall submit a quote that does not exceed 10 pages in length and shall include: Description of proposed means of accomplishing the requirements of this SOW Past performance information (viii) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (c) is deleted in its entirety. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, in descending order of importance: Technical capability Past performance Technical and past performance, when combined, are slightly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) This subparagraph is not applicable. (ix) In accordance with FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (Feb 2009), offerors shall complete annual representations and certifications on-line at http://orca.bpn.gov. If paragraph (j) of the provision applies, a written submission is required. (x) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Oct 2008), applies to this acquisition.
