Description
The Fleet and Industrial Supply Center, Norfolk Philadelphia (FISC) Detachment Philadelphia Division, intends to procure custom commercial-off-the- shelf (CCOTS) software to support planning and scheduling of the Joint Milli-arcsecond Pathfinder Survey (JMAPS) space mission. This application must be able to generate a long-term (of order one year) observing schedule that contains thousands of exposures per day and uniformly covers the entire sky. This schedule must satisfy several observing constraints, such as slewing, thermal, power, ground contact, data recorder, and South Atlantic Anomaly (SAA) passage. The ability to visualize the schedule by projecting the instrument field-of-view on the celestial sphere would be beneficial.The proposed award will include a base period of 2 months plus two option terms consisting of two months each term. The proposed procurement is being processed on other than full and open competitive basis with Orbit Logic Inc, using simplified acquisition procedures under the authority of the FAR PART 13. Orbit Logic is the only firm capable of providing the above requirement since they have developed the proprietary software tools and engineering essential to the successful interoperability, functionality of the existing equipment. All Interested parties should respond, and identify their interest and capability to the requirement by submitting a proposal. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to this notice is a solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Point of Contact-Rosa E.
