Description
Statement of WorkAnnual Service on Three (3) MQ Power KD100V Industrial Gensets Dry Tortugas National ParkGarden Key (Fort Jefferson), Florida National Park Service, Key West, Florida 33040, (NPS) is soliciting quotes to perform annual maintenance and service on three (3) MQ Power KD100V industrial gensets located at Dry Tortugas National Park on Garden Key (Fort Jefferson). Components on all 3 gensets include a Volvo / Penta TAD 520 GE engine, MagnaPlus synchronous ac generator, and MEC 20 controller. The generators are the primary (and only) power source for all electrical loads on Garden Key. Generators provide electrical service to a small community including residential, park operation, and utility loads. Gensets are rated 82kw continuous and provide for average loads in the range of 20-55kw daily on a yearly basis. Individual generators run continuous 24 hours a day in seven day cycles. Genset hours run since install in late 2005 are 11883, 11990, 9944 hours respectively as of July 17, 2009. Quotes will be reviewed from authorized Volvo Penta service/repair shops who have access to authentic, genuine Volvo Penta parts and supplies and who have knowledge of and can perform the specification work described below. Vendor must have necessary tools to meet specification work below. Work will be performed in the island generator room next to an online genset where noise level is high and temperature often exceeds 90 degrees F. The work site is located 70 mi west offshore Key West, Florida with access by boat only. Transportation is by commercial ferry departing Key West daily and/or private vessel. Housing will be provided within Fort Jefferson at a rate of $20 per night per person, which includes bunk beds w/ linens, bathroom w/ toilet, shower, and sink, and kitchen with appliances including microwave and refrigerator/freezer. No food is available on Garden Key. Food provisions for the duration of the project are responsibility of bidder and must be brought to the work site by choice of vessel. Transportation for this project is by a.) commercial ferry departing Key West daily, b.)private vessel, or c.) renting space for crew and cargo on the National Park Service cargo ship M / V Fort Jefferson (MV FOJE). Commercial ferries permitted to operate service to and within Dry Tortugas National Park are:1. Sunny Days (305) 296-5556 www.sunnydayskeywest.com 2. Yankee Fleet (305) 294-7009 www.yankeefreedom.com If a private vessel is used to transport crew, materials, and/or supplies, dock space for loading / unloading crew materials, and/or supplies shall be available (and arranged in advance with the park representative) at the government dock at Garden Key from sunrise until 1000am and from 3pm until sunset. No overnight mooring at the dock is allowed and vessels must depart the dock by sunset.Rental of space on the MV FOJE shall be at a rate of $214 per pallet or the space that a pallet would take up, round trip. If the cargo is stackable per pallet space (two high), the cost is cut in half per pallet space. The MV FOJE departs from the US Coast Guard Base, Key West FL, on Tuesday mornings 0930am and arrives Garden Key 3pm. She returns to Key West on Thursday or Friday mornings (whichever is required by the contractor) departing Garden Key at 0700am. Transportation costs to mob / demobilize on Garden Key are to be borne by the contractor and shall be itemized on the quote sheet as a cost to the government. Please list line item costs minus any commercial or fed govt discount applied if applicable.Incidentals such as local or state environmental impact fees shall be line item costs.Mechanical and electrical service work on the MagnaPlus generator and wet stack load testing may be subordinated by the successful contractor to a qualified electrician familiar with the component. MagnaPlus generator is model # 362PSL1606.Service work on the microprocessor engine controller may be subordinated by the successful contractor to a qualified technician familiar with the component. MQ controller is model # MEC 20.NPS shall have an equipment mechanic (who is responsible for daily operations of the gensets) on site to provide past working histories of gensets (local knowledge) and who can act as an assistant to the primary contractor technician, if desired.NPS shall be charged usual and customary costs for parts replacement deemed necessary from outcome of inspections.A trip report on each unit's condition, work performed, and recommendations for improving future operational capability shall be filed with the NPS within 14 working days after completion of the work. Where quotes are above certain thresholds, vendor is required to register their business (if not already) with the United States Government's Central Contractors Registration (CCR) in order to expedite payment processes. Purchaser will provide assistance with this request if the successful bidder is not familiar with CCR.Please provide your DUNS registration number with quote. This is a U S Govt purchase order and payment shall be via electronic funds transfer to a financial institution. Quote submittal shall include all costs for service work performed on three gensets plus incidental costs for mobilization (transportation, food, and housing).
