STATEMENT OF WORK (SOW) SECURITY, ACCESS CONTROLL AND FIRE SYSTEM FOR BLD. 104 STATEMENT OF WORK (SOW) SECURITY, ACCESS CONTROLL AND FIRE SYSTEM FOR BLD. 104 1.0 INTRODUCTION 1.1 Organization. 1.1.1 Identification. Utah Air National Guard, 169TH IS, 765 North 2200 West, Salt Lake City, UT 84116 1.1.2 Mission. The 169th Intelligence Squadron, Utah ANG, is required to maintain controlled secure buildings to accomplish their mission. These building must be equipped with a security alarm system, access control system, and fire detection system. 1.2 Background and Objective. The intent is to provide requirements for a security, access control, and fire detection system for building. 104 with the intent of obtaining bids for these systems. 2.0 TECHNICAL REQUREMENTS 2.1 Scope of Work. Instillation of intrusion detection system, proximity badge access control systems, fixed and PTZ cameras, fire detection system, turnstile, equipment gate, and motorized vehicle gate for building 104 to comply with DCID 6/9 requirements. All systems must have seamless integration with existing systems in building. 302. 2.1.1 Estimated equipment requirements. 2.1.1.2 Eight interior proximity badge readers, and seven exterior badge readers. Door readers need to provide mantrap and audit capabilities. 2.1.1.3 Two interior cameras providing lookdown capacity for mantraps, one outdoor PTZ cameras with roof mounting, and four outdoor fixed cameras to provide 360 degree visibility of building. 104. All cameras must be able to be controlled and monitored from existing equipment in SSO office of bId.302. 2.1.1.4 Intrusion detection system with two separate zones, balanced magnetic switches on all exterior doors and between zones, and motion sensors to cover all offices and common areas. Must tie into base monitoring station at CSC. 2.1.1.5 Crawl space intrusion detection. 2.1.1.6 Fire alarm equipment to include smoke detectors, pull stations, and audible alarm. Must tie into base monitoring stations at primary and alternate CSC and base fire station. 2.1.1.7 Instillation of a turnstile, equipment gate, and a motorized vehicle gate controlled threw the proximity badge system. 2.1.2 Intrusion Detection System Instillation (IDS) 2.1.2.1 Provide and install a Bosch ~7412G-A control panel and D1260B keypad at locations shown on floor plan. 2.1.2.2 Provide and install alarm sensors per floor plan. 2.1.2.3 Provide and install DX4020 network alarm transmitter compatible with the D6600 receiver located in the CSC. 2.1.2.4 IDS Alarm transmissions shall be encrypted Provide fiber optic interfaces for alarm transmission. Fiber optic cable to CSC to be provided by others (151st Comflight). 2.1.2.5 Wireless alarm transmission to base police is not acceptable. 2.1.2.6 All alarm sensors must be hardwired in conduit. Wireless radio transmission of zone points is not acceptable. 2.1.2.7 IDS must be installed to Underwriters Laboratories (UL) 2050 and NISPOM specifications. Provide UL 2050 certificate for IDS installation. 2.1.2.8 Installation must be performed by UL 2050 listed company, provide proof of UL 2050 listing with price quotation. 2.1.3 Access Control System Instillation (ACS) 2.1.3.1 Provide and install a DSX access control system (no substations). 2.1.3.2 ACS shall be controlled and programmed from existing DSX workstation located in Bldg. 302 Security Office. 2.1.3.3 Provide fiber optic interfaces capable of AES256 encryption. 2.1.3.4 Provide and install card readers and related equipment per floor plan. 2.1.3.5 Provide and install pedestrian gate readers and locking hardware. 2.1.3.6 Provide and install vertical pivot vehicle gate to replace existing north vehicle gate. 2.1.3.7 Vertical pivot gate shall be solar powered to eliminate the need for high voltage underground trenching. 2.1.4 Video Surveillance Instillation 2.1.4.1 Provide and install cameras per Bldg. 104 floor plan. 2.1.4.2 Provide and install PTZ camera on northeast comer of Bldg. 112 at roof level. 2.1.4.3 All cameras must be PIXIM Wide Dynamic models Provide multiplexed fiber optic video transmission to Bldg. 302 Security Office. 2.1.4.4 Provide 27" LCD monitor and PTZ controller in Bldg. 302 Security Office. 2.1.5 Fire Alarm Instillation 2.1.5.1 Provide smoke detectors, manual pull stations, and evacuation signals per floor plan. 2.1.5.2 Connect fire alarm panel to Bosch IDS panel to transmit alarm, trouble, and supervisory conditions to base fire department. 2.1.5.3 Installation to be performed by NICET Level 2 or higher technician(s). Provide NICET Level 4 stamped as built drawings. 2.2 Security Requirements: Air Force and ANG bases are closed Bases, pursuant to Sec 21, Internal Security Act of 1950, 50 U.S.C. 797, only those persons granted permission may enter. As such, the contractor and its employees may be required to provide consent to a criminal history background check, as directed by 10 United States Code (U.S.C.) 8013, Executive Order 9397, for access to federal installations. nstallations.
