Description
The National Cancer Institute (NCI) plans to enter into a sole source procurement for the purchase of frozen matching human tumor/normal tissue samples and additional biological material (DNA, serum) with Asterand, Inc., Tech One Suite 501; 440 Burroughs; Detroit, MI 48202-3420. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 541712 and the business size standard is 500 employees. The Cancer Genetic Markers of Susceptibility (CGEMS) program involves genome-wide association studies ( GWAS) of breast cancer. The studies that follow will address the functionality of the at-risk variant. One of the approaches involves a genome wide expression analysis of tumors and normal tissue to develop a comprehensive catalogue of gene expression in tumors and normal tissue. Expression levels will subsequently be compared to genomic variants (SNPs) to investigate if variants that increase the risk of cancer are accompanied with altered gene expression. This is one of the necessary steps to investigate the biological basis of the contribution of certain genetic variants to disease susceptibility. The goal of functional studies is to determine the mechanisms of gene function and how they are perturbed in disease. This research utilizes molecular biology immunological, genetic, and biochemical technologies. The purpose of this procurement is to purchase cancer tissues to be used in developing new approaches to studying the genetic basis of cancer and its outcomes. Specifically, the NCI will investigate the genetic basis of strong association signals identified in candidate gene association studies, loci identified by linkage analyses in high-risk families, or GWAS particularly the loci identified by the ongoing CGEMS program. Asterand, Inc. has the unique panel of human tumor tissues that provide matching tumor and control frozen tissues, along with matching genomic DNA and serum. These tissues will be used to functionally validate the targets identified from common cancers through Genome-Wide Association Studies (GWAS). The NCI requires normal and tumor matched tissues in order to make comparisons and evaluate genetic markers as well as high tumor percentages for evaluating genetic changes related to cancer. The tissues must be of Caucasian origin. Any other origin can cause inconsistencies in the NCI’s final results. Asterand is the only known vendor to the NCI who can provide the tissues required to perform these studies. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient details to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET, on August 12, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
