Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The National Institute of Environmental Health Sciences (NIEHS) is requesting information to determine the availability of interested sources to provide an Internet-based commercial computer software and computer database system to meet specific needs of the National Toxicology Program (NTP). The mandate of the NTP is to provide information about potentially toxic chemicals to regulatory and research agencies, and to strengthen the science base in toxicology. As part of NTP’s effort to fulfill its mission, NTP, on an annual basis, selects approximately 10 new chemicals for testing, has 20–30 subchronic studies, has 30-40 chronic studies in different stages of testing and evaluation, and presents approximately 15 subchronic and chronic studies for public peer review. NTP also reviews an additional 30 reproductive, perinatal, multigenerational and developmental studies on a yearly basis. Studies are conducted in vitro, and subchronic and chronic studies are conducted in rodents. These studies are done predominantly at contractor laboratories which are monitored by NTP staff. The objective of the proposed acquisition will be to provide access through a web-service interface for a commercial computer software application which supports the collection, management and maintenance of the reproductive, perinatal and developmental NTP studies. The website will be accessed by NTP science staff at NIEHS and other contract laboratories. The database must collect and report on data specific for reproductive toxicology including, but not limited to, mating, birth and weaning dates, litter sizes and weights, and the appearance of developmental characteristics at various ages. It should also allow for protocol creation, data collection, error correction, report generation and user assistance in addition to other database and security requirements. The software must provide NTP staff the ability to track and maintain data, manipulate reports in various formats, add custom statistical operations and tests and use an NTP classification system when needed. Furthermore, the contractor must provide NTP science staff access to the reproductive toxicology database via a web-service interface. The anticipated period of performance will be from September 30, 2009 through September 29, 2011, with five one-year options. The base period should encompass the time for software installation, validation and training. Section 508 standards are applicable to this requirement. Interested organizations are required to submit five (5) hard copies of their capability statement, not to exceed fifteen (15) pages in length, and may include a standard product brochure. Responses should include the following: (1) examples of completed projects of a similar nature; (2) a complete description of the system’s web-interface capabilities and (3) a list of Government research facilities that are using the Internet-based system.
