Description
The Fleet & Industrial Supply Center San Diego, CA hereby gives notice of intent to award a sole source requirement to DEBAN Enterprises Incorporated (DEI), Dayton, OH, 45440 under the authority of FAR 6.302-1(a)(2)(iii)(A), only from the original source in the case of follow on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government. This intended procurement is for two separate projects; an upgraded core temperature monitoring system for use in the Naval Health Research Center (NHRC) environmental chamber and, purchase of the Automated Heat Stress System (AHSS) for the continued support of NHRC's heat stress prevention program requirements. DEI is the original equipment manufacturer (OEM) for the temperature data acquisition system used for current research work at NHRC. Additionally, DEI is the only known source for the computer hardware necessary for the Automated Heat Stress System (AHSS) operation. Upgrades to this highly specialized support required from DEI are critical as failure to continue use of DEI products would result in substantial duplication of cost to the Government if a new vendor took time to address NHRC needs, develop, install and train NHRC employees on a new system. Interested persons may identify their interest and capability to respond to this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. Interested firms shall submit information that indicates their ability to satisfy this requirement. Responses are due by 12:00 PM PST, 30 JULY 2009, via email. N00244-09-R-0056.
