Description
The National Institute of Health (NIH), National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate, on a sole source basis, with Duke University Medical Center, Durham, North Carolina 27710 under the authority of FAR 13.106-1(b)(1) for professional services in support the NIMH's Metabolomics Study. The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. The purpose of this acquisition is to discover markers or mediators of the differential behavioral response to reproductive steroids in the populations currently being studied by the NIMH Section on Behavioral Endocrinology (SBE). Duke University is the developer and only known source to have the infrastructure and the network of collaborators in place to perform the analysis of the markers that have been shown to be central to the onset of symptoms in reproductive-endocrine-related mood disorders. Mood disorders are currently being studied under NIMH protocols in the SBE. With the new technology, involving multiple mass spectrometry-based technologies and data integration informed by knowledge of metabolic pathways, Duke offers NIMH an unparalleled opportunity to identify both biomarkers of disease vulnerability and targets for therapy development. Metabolomics is the study of small, non-proteinaceous molecules that are the products of cellular metabolism. In addition to the centrality of these compounds, evidence suggests that the disorders of interest are characterized by aberrant metabolism of steroid and neurosteroid hormones. In contrast to the 1,000,000 or so protein candidates in "proteomics," the metabolome is believed to consist of only about 2,500 small molecules. Clinical samples will be submitted for analysis to Duke University and constitute the following two groups are women with menstrual cycle-related mood disorders and controls under three experimentally created hormonal conditions: leuprolide-induced hypogonadism, estradiol replacement, and progesterone replacement. The diagnosis-related differences in response to the hormone challenge paradigms that have been developed suggest that the metabolomic search with assays run by Duke University offers the only opportunity at this time to discover markers or mediators of the differential response to reproductive steroids in the populations studied by the NIMH-SBE. It is determined that Duke University is the only qualified source that has the infrastructure and the network of collaborators in place to provide the necessary informatics to interpret the data from multiple metabolomic platforms. They are the only known source to the NIMH to offer the NIMH scientists access to a metabolomic platform measuring neurosteroid metabolites that is in development and provide NIMH with a critical measure relevant to the disorders that are being studied (i.e. Severe Premenstrual Dysphoria) and the hormones that are administered in these protocols. The period of performance for this proposed acquisition is to be 5 months from the award date. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested party believes it can meet the above requirement may submit a statement of capabilities on or before 11:00 AM ET August 6, 2009 to Liem T Nguyen ln18x@nih.gov. All information furnished must be in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
