Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), National Personal Protective Technology Branch, Pittsburgh, PA, hereby announces its intent to issue a purchase order to the University of Maryland, Department of Fire Protection Engineering for a contract study Heat Exposure of Firefighter's during fire response activities, follow up data collection. The objective of the proposed work is to continue the collection of firefighter thermal exposure data during their normal fire response activities. To achieve this objective a small, light data recording system will be mounted on one of the Self Contained Breathing Apparatus (SCBA) used by the officer on two trucks of one local fire station. The recorder will collect data from two wire thermocouples mounted within the shoulder strap fo the SCBA in a suitable location to best monitor the thermal environmental conditions. The proposed project includes: a) The renewal of the IRB application for the period of time associated with the data collection. b) The installation and maintenance of two recording devices on two trucks of a local fire station respectively. c) The daily monitoring of the devices in the field for two months of operation. d) The collection of the data, their analysis and the correlation with appropriate records at the fire station. e) The compilation of a final report for the project. The successful employment and development of the University of Maryland Fire Protection Engineering Departments concepts have the greatest potential to quickly deliver data needed for the further development of appropriate standards, and simultaneously deliver a thermal warning technology which might be offered to firefighter's to help protect them from destructive temperature exposures. No existing product can do precisely the task that is needed for the data gathering phase of this program. Dr. di Marzo's concept, design, and algorithm show the greatest potential to be able to first deliver the needed data while at the same time hold such a high potential to be developed into an effective thermal warning device. It is also felt that a University will have the best access to appropriately qualified personnel at a reasonable cost through the employment of graduate students for the data collection portion. Because of the close ties with an appropriate population of firefighters, and the unique technology being offered, no other provider is qualified to conduct this task. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret Mooney, Reference 2009-Q-11607, CDC, NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with University of Maryland, Department of Fire Protection Engineering, College Park, MD 20742-3031 as the only source and a purchase order will be issued without any additional notices being posted.
