Description
FA3002-09-R-0032 The International Contracting Flight, AETC, Randolph AFB, intends to award a Firm Fixed Price (FFP) contract for Maintenance Training on the King Air 350 Airframe equipped with the Pro Line Avionics package. This training is to be done in Iraq at New Al Muthana Air Base, Bagdad. This training is for Foreign Military Students (FMS). The training should at a minimum Theory and Operation of the country specific KA-350 aircraft, A&P Instruction and instruction on the Proline 21 Avionics system. The training will consit of two separate training classes to aproximetly 10 Iraqi Air Force members, for a total of 20 students. The trainers will be billeted on base in US Government secured facilities and will be permitted to dining in the US dinning facility on location. The contractor will be required to provide all training material and training equipment required to support this contract. All equipment purchased in direct support of this requirement will become the property of the government upon completion of the training. Contractors should ensure that their proposals take this into account upon submission of their proposals. Contractors should also consider items such as shipping charges, passports, etc in formulating their propsals. Contractor should also consider plan for contingencys such as temporary power outages and possiable class schedule interuptions. An interpurtor will be available as well as a student that has already received simular training on this aircraft from FlightSafety International to assit the instructor. These students are limited english proficent 40-54 ECL Level (Elementory). There will be no Government Furnished Equipment (GFE) or training material provided. This is for commercial off the shelf training that must already be developed and ready to deliver. 1. Evaluation of offers will be made on a low price technically acceptable basis. Contractor must have the technical capability, or be able to obtain the capability, to provide qualified English as Second Language (ESL) instructors.
