- VISN 20 Network Contracting anticipates the award of a firm-fixed-price contract to provide all necessary services for system design and installation of a security system for Bldg. 217 primary access controller and door controllers compatible with existing system and will be responsible to provide all labor, material and equipment necessary for this project. Successful offeror will provide training to one VA employee on the operation of the new system. All design and installation is to be completed within approximately thirty calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 238210. To be considered a small business under this code the SBA size standard must not exceed $14.0 Million. The estimated cost for the project is less than $25,000. The Request for Proposal (RFP) solicitation will be issued on or about July 29, 2009. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. This is a competitive negotiated acquisition. The Government intends to use lowest priced technically acceptable evaluation process the technical factors specified in the solicitation will be technically rated on a "go/no go" basis. It is expected to be a firm fixed price project. The government intends to award without discussion; offerors should provide their lowest price in the initial response. Award will be made to the offeror submitting the lowest priced technically acceptable offer. The government reserves the right to hold discussions if necessary. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website.
