- NASA/GRC intends to purchase the continued development of the APNASA turbomachinery simulation code from the University of Toledo. Statutory Basis for Other ThanFull and Open Competition: 10 U.S.C. 2304(c)(1) only one responsible source and no othersupplies or services will satisfy agency requirements.The continued effort requires further development and enhancement of APNASA2 byconducting validation efforts to identify and address areas for improvement. This effortwill provide support in the technical area of propulsion-turbo machinery. A parallelized multiblock CFD version of the APNASA code was recently developed. Thecontinuation effort shall include the continued development and integration of the MMESHand APG grid codes, which generate unique computational meshes compatible with the meshconstraints of the multi-block, highly parallelized APNASA2 code. In addition,validation of the multi-block APNASA2 code using advanced configurations with radialand/or circumferential splitters containing multiple flowpaths are required. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 13, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
