- This a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request For Quote (RFQ) number for this solicitation is NWWG0120-9-18436. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-35. The NAICS code for this solicitation is 334310. The Department of Commerce (DoC), National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS) Office of Operational Systems intends to solicit on a non-competitive basis with 9X Media, Inc. for the purpose of upgrading the NWS Operation Center. The offeror shall provide a Network Operations/Commend and Control configuration using in-house design of the video-wall controllers, computer servers, software and installation. The offeror shall also provide an integrated system that will communicate across audio, video and computer/controller thresholds using a single communications protocol. The equipment to be purchased for this upgrade from 9X Media is Part Number (P/N): XW-4x2-52-LCD, 8x52" LCD video wall system; P/N: Spare LCD-52, Spare 52" LCD screen with quick release mounting hardware for fast and easy replacement; P/N: HD6400-8-4-4, HD-6400 series a scalable video controller capable of receiving up to 128 composite and component video sources and up to 64 VGA inputs from other computers and displaying the sources to up to 64 screens as one continuous Windows or Linux Desktop; Spare Parts Kit for the HD6400; P/N: VWS-server, Windows XP Pro based user interface enabling users to easily open, size, and position multiple windows per screen; P/N: VWS-remote, Remote access software enabling up to 9 simultaneous remote users; Installation and Training. The quantity for all the above is one (1). This requirement is being accomplished in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 41 U.S.C. 253(c)(1). Place of delivery is 1325 East West Highway, Building #2 room 14315, Silver Spring, MD 20910 The following FAR clauses apply to this quote: 52.212-4 Contract Terms and Conditions - Commercial Items and 52.212-5 Contract Terms and Conditions Required To Implement Statues or Executive Orders - Commercial Items: 52.222-3 Convict Labor; 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity, 52.222-25 Affirmative Action Compliance, 52.225-1 Buy American Act, and 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration. Vendors who believe that they can satisfy the Government's requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the Network Operations/Command and Control Configuration requirements aforementioned. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open this requirement to competition based upon the responses to this notice is solely within the discretion of the Government. A firm fixed price purchase order is contemplated for this effort. Affirmative written responses must be received no later than August 7, 2009, 1:00pm Eastern Time.
