- This sources sought notice is limited to qualified Section 8(a) businessesonly. The Office of the Project Manager for Close Combat Systems (OPM-CCS), PicatinnyArsenal, is conducting a market survey to identify potential sources which can provide support services in assisting senior leadership and stakeholders in their objective of developing tactical and strategic plans to meet life cycle mission functions, and to provide system engineering, programmatic, financial management and logistics support. Assistance in the development of the policy, strategy, and information technology will also be necessary. System Engineering Support:Assist in review and analysis of systems engineering design and system architecture through all phases of product life cycle including technology development, demonstrations, prototype development, test and evaluation, sustainment, and disposal. Assist in the design and development of hardware and software for new integrated systems or upgrades to existing systems. Assist in conducting lethality and performance analyses of selected systems. Conduct modeling and simulation analysis to quantify the capability of selected systems to meet both technical and operational requirements. Facilitate IPTs, special advisory boards, off sites, working groups, and audit teams. Develop briefings for government approval on the status of plans and the impact on the overall program. Analyze and develop engineering processes and provide recommendations to improve those processes. Provide technical analysis, and recommendations for the development of training materials and of operational doctrine and techniques. Provide engineering management support for configuration management, budget development and monitoring, and technical logistics interface. Attend IPT meetings, researching and presenting recommendations for proposed technical solutions, and attend vendor meetings to review program status and recommend revisions to the programs as necessary. Assist in developing pre and post-contract award cost models and analyzing projects for cost, schedule, and performance risks. Assist in the evaluation of potential improvements with respect to system functionality and affordability. Provide Lean Six Sigma process analysis and optimization consulting. Program Support:Assist in the preparation of milestone reviews and recommend resolution of issues from milestone decisions. Analyze and provide recommendations to utilize new initiatives and best practices to improve areas of operation within the program office. Assist in gathering information, identifying issues, and providing recommendations to achieve overall goals for strategic planning. Assist in collecting, analyzing and publishing Test and Evaluation metrics in support of Risk Management throughout the munitions development process. Financial Management Support:Assist in monitoring the status of funds for the current fiscal year and assist in development of financial plans for the upcoming fiscal year and for the POM. Review and prepare draft POM documentation, to include program analysis and evaluation reports in support of the Armys programming process. Provide recommendations for handling unfunded requirements. Draft budget formulation documentation and recommendations in support of the Army, OSD and Congressional Program and Budget processes and provide recommendations to justify and defend budgets during all required annual and periodic budget submissions. Assist in conducting and evaluating financial risk analyses. Make recommendations on management techniques to mitigate risk exposure. Prepare cost estimates for life cycle costs. Provide input to estimates at completion (EAC) for work conducted by a government activity or a contractor, to include: cost performance risk assessments, inputs to cost/performance tradeoff studies, contract earned value management system (EVMS) analyses, recommendations and initiatives for Command Improvements to reduce overall costs, including but not limited to Business Case Analysis, cost benefit analysis, and e-business solutions. Prepare ledger reports, maintain and support specified financial management information systems, collect, monitor and analyze expenditure information and official or unofficial accounting records or systems, draft financial presentations, provide analytical assessments, make recommendations to improve financial policy development and decision making, provide recommendations to respond to Congressional, DOD, and other Government agencies, media or industry inquiries, and audits, and for Congressional Testimony as well. Logistics Support: Draft and recommend technical ILS requirements in munitions production and modernization for the life cycle of the program. Analyze and recommend logistics element processes. Conduct ILS risk assessments. Develop logistics support plans. Develop Integrated Logistics Support (ILS) Schedules and track ILS performance. Assist in maintaining, drafting, recording, and archiving technical information. Develop and coordinate approvals of instructions, handbooks, and manuals. Analyze and provide recommendations for training documentation for the Integrated Logistics Elements. Provide logistics raining courses including curriculum development, production or acquisition of training materials, instruction, student administration, and record keeping. Evaluate and coordinate equipment program plans. Evaluate, coordinate, and plan the preservation, packaging, handling and transportation of munitions and support equipment. Provide resolutions for weight reduction, special handling, environmental, occupational safety and health, location, and security issues. Evaluate and make recommendations regarding Logistics Applications of Automated Marking and Reading Symbols (LOGMATD)/Bar Coding Research, monitor and advise on Packaging, Handling, Storage, and Transportation (PHS&T). Provide risk assessments covering areas including but not limited to: Configuration Management, Reliability and Maintainability (R&M), Standardization and Interchangeability (S&I), Commonality and Interoperability, Technology Insertion, Corrosion Prevention, System Safety, Non-Destructive Inspection (NDI), Human Systems Integration (HSI), Transportability, Energy Management, HAZMAT, Quality Assurance (QA), Configuration Management (CM), Environmental, occupational safety and health requirements, and disposal methods. The contractor is responsible for providing personnel with expertise to perform the efforts required by each individual task order. Personnel assigned to this task must possess skills and recent experience that demonstrates an ability to provide quality service and support in the task areas specified. Personnel shall be available all working days except for holidays, scheduled vacations, and approved personal time and facility closures.
