- Description
- The National Geospatial-Intelligence Agency (NGA) intends to solicit on a sole source basis to Sarnoff Corporation. Sarnoff will develop and integrate a toolset that will provide semi-automated, analyst-in-the-loop tools and enabling technologies for geo-localization of metadata free hand-held images/videos of natural terrain. Locating, tracking and predicting the geo-location of targets is an important mission for the DoD and Intelligence Community. Some of the hand-held videos and images can contain important information about the target locations for analysts in their search and discovery missions. However, today's exploitation and geo-localization methods are labor intensive and prone to failure. Sarnoff will develop, interface and integrate tools conceptualized under previous efforts. The proposed toolset shall be at a maturity level to be ready for use by analysts, in 6 months and a final set of tools in 12 months, followed by low-level technical support for the following 12 months. This procurement will be issued under the authority of FAR 6.302.1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. A Cost-Plus-Fixed-Fee contract is contemplated. Interested parties may identify their interest and capability to respond to the requirement. This Notice of Intent is not a request for competitive proposals. Responses of interest must be received within 15 calendar days of the publication in FedBizOps. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
