Description
NASA/GRC intends to purchase the continued development of the TURBO simulation codefrom the University of Toledo.Statutory Basis for Other Than Full and Open Competition: 10. U.S.C. 2304(c)(1), only one responsible source and no other supplies or serviceswill satisfy agency requirements. The continued effort requires further development, enhancement, validation andapplication of the TURBO code.This effort will provide support in the technical area ofpropulsion-turbo machinery. NASA Glenn uses the code in conjunction with the TURBO-AEcode for aeroelasticity analysis. The continued effort includes conducting validation efforts to identify and address areasfor improvement. Specifically, the objectives are: 1) To expand TURBO capability ofhandling wider spectrum of turbo machinery configurations that includes split flow path,conical spinner, and "non-sliding" stator-strut interface, 2) To validate the codeenhancements for both phase lag and full annulus simulations, and 3) To utilize theenhancements made in objectives 1 and 2 to assess the impact of various types of inletflow distortion (circumferential/radial, total pressure/temperature swirl) and distortionpattern on fan performance and stability. the data and simulations using the NASA RTAFan rig configuration consisting of 1.5 stages comprised of a rotor on a conical spinner,a closely coupled variable OGV, and radial splitter with integrated fan frame strutsshall be utilized to evaluate and/or validate the TURBO advancements. It has beendemonstrated that multistage turbo machinery simulations using TURBO can be done infractions of the time if APNASA simulations are used as starting file.Expert knowledgeof TURBO's architecture and source code as well as its pre and post processingprocedures, and intimate knowledge of APNASA and integrating it with TURBO are required. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 13, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
